按照《山東省事業單位公開招聘人員實施辦法》(魯人發〔2006〕23號)和《煙臺市事業單位公開招聘人員實施細則(試行)》(煙人〔2007〕58號)規定,2014年煙臺市福山區事業單位擬面向社會公開招聘工作(zuo)人(ren)員24名(崗位要(yao)求(qiu)詳見附表)。現公告如下:
一、招聘對象和條件
(一)具有(you)中(zhong)華人民共和國國籍,享有(you)公民的政治權利。
(二)遵紀守(shou)法(fa),勤奮(fen)敬(jing)業,具有良(liang)好的品行和職業道德。
(三)身體健康,具(ju)有正常(chang)履行職(zhi)責的身體條件。
(四(si))2014年(nian)(nian)全日制(zhi)普通高等(deng)學(xue)校應屆畢業生不受年(nian)(nian)齡限制(zhi),其他報考人員須1984年(nian)(nian)1月1日及以后出生。
(五)海外留學(xue)人(ren)員獲得國(guo)務院學(xue)位(wei)委員會(hui)和教(jiao)育部授權教(jiao)育部留學(xue)服務中(zhong)心(xin)出具的學(xue)位(wei)、學(xue)歷(li)認(ren)證后,可按同等學(xue)歷(li)層次(ci)國(guo)家統招(zhao)全日制畢業生對(dui)待(dai)。
(六)符合國家(jia)法(fa)律(lv)、法(fa)規(gui)、政策規(gui)定和(he)招聘崗(gang)位要求的其他(ta)所有資格條(tiao)件。
報考人員學歷證書所載(zai)專業(ye)(ye)須與招聘(pin)崗位(wei)專業(ye)(ye)要求相(xiang)一致,每(mei)人限報一個崗位(wei)。
公(gong)(gong)開(kai)招聘人(ren)員(yuan)(yuan)的(de)(de)回避(bi)問題,參(can)照中共中央組織部、人(ren)力(li)資源和社會(hui)保障部《關于印發<公(gong)(gong)務(wu)員(yuan)(yuan)回避(bi)規定(ding)(試(shi)行(xing))>的(de)(de)通知》(中組發〔2011〕31號)任職回避(bi)的(de)(de)有(you)(you)關規定(ding),報考人(ren)員(yuan)(yuan)不得報考與本人(ren)有(you)(you)應(ying)(ying)回避(bi)親屬關系的(de)(de)單(dan)位(wei)或崗位(wei)。在讀全日制(zhi)普通高(gao)等院(yuan)校非應(ying)(ying)屆畢(bi)業(ye)(ye)生(sheng)、現役軍(jun)人(ren)、曾受過刑事處罰或被開(kai)除公(gong)(gong)職的(de)(de)人(ren)員(yuan)(yuan)、2010年以來在各(ge)級公(gong)(gong)務(wu)員(yuan)(yuan)考錄和事業(ye)(ye)單(dan)位(wei)公(gong)(gong)開(kai)招聘中被認定(ding)有(you)(you)作(zuo)弊(bi)行(xing)為(wei)的(de)(de)人(ren)員(yuan)(yuan)以及(ji)法律(lv)、法規規定(ding)不得應(ying)(ying)聘的(de)(de)其(qi)他情形人(ren)員(yuan)(yuan),不得參(can)加報考。在讀全日制(zhi)普通高(gao)等院(yuan)校非應(ying)(ying)屆畢(bi)業(ye)(ye)生(sheng)不得以已取(qu)得的(de)(de)學(xue)歷學(xue)位(wei)作(zuo)為(wei)報考條件參(can)加招考。
二、報名
報名采取(qu)統一時間(jian)、現(xian)場報名、現(xian)場資格(ge)初(chu)審(shen)、現(xian)場繳費(fei)的方式進行。按照魯價費(fei)函〔2008〕13號文件(jian)的規定,通過資格(ge)初(chu)審(shen)的報名人員當場繳費(fei),筆(bi)試考(kao)務費(fei)收(shou)取(qu)標準為每人每科40元。
(一)報名時間與(yu)地點

2、報(bao)名地點(dian):煙臺市(shi)(shi)福(fu)山區(qu)人力資源市(shi)(shi)場(福(fu)山區(qu)福(fu)海路(lu)152號,原(yuan)勞動局大樓(lou)一(yi)樓(lou)大廳(ting)內)。
(二)具體要求
應聘(pin)人員(yuan)報(bao)名(ming)(ming)時,須提交填寫完(wan)整的(de)《煙臺(tai)市福山區公開招聘(pin)工(gong)(gong)作(zuo)人員(yuan)報(bao)名(ming)(ming)登記表》和親(qin)筆簽名(ming)(ming)的(de)《應聘(pin)事業單位工(gong)(gong)作(zuo)人員(yuan)誠信承諾書(shu)》(需在半島(dao)制(zhi)造業人才(cai)網(wang)上下(xia)載并填寫,網(wang)址://www.fsrc.gov.cn)、近期一寸同底版正面免冠彩色(se)照片3張以(yi)及(ji)學(xue)歷證書(shu)、學(xue)位證書(shu)、身份證(或戶口(kou)所(suo)在地派(pai)出所(suo)出具的(de)帶(dai)有出生日期的(de)戶籍證明(ming))等證明(ming)材料(liao)的(de)原件及(ji)復印件。
同時(shi)提交下列證明材(cai)料(原件(jian)及復(fu)印件(jian)):
1、擇業(ye)期內未(wei)派遣的畢(bi)(bi)業(ye)生(sheng)須提交(jiao)畢(bi)(bi)業(ye)生(sheng)就業(ye)主管機關簽發的報到(dao)證(zheng),已經簽訂就業(ye)協議書的畢(bi)(bi)業(ye)生(sheng)還須用人單位(wei)出具同(tong)意報考證(zheng)明(ming)。

4、農村特(te)困(kun)(kun)大(da)學生(sheng)和(he)城(cheng)市(shi)低保(bao)人員,免收考務費。報(bao)名時須提(ti)交(jiao)(jiao)以下證(zheng)(zheng)明(ming)材料:省(sheng)人力資源(yuan)社會保(bao)障廳、省(sheng)教(jiao)育廳核發的(de)《山東省(sheng)特(te)困(kun)(kun)家(jia)(jia)庭(ting)畢業(ye)生(sheng)就業(ye)服務卡(ka)》原件(jian)(jian)及復印件(jian)(jian);沒(mei)有《山東省(sheng)特(te)困(kun)(kun)家(jia)(jia)庭(ting)畢業(ye)生(sheng)就業(ye)服務卡(ka)》的(de),城(cheng)市(shi)低保(bao)人員可(ke)提(ti)交(jiao)(jiao)家(jia)(jia)庭(ting)所在地(di)的(de)縣(市(shi)、區(qu))民(min)政(zheng)部(bu)門(men)出具的(de)享受(shou)最(zui)低生(sheng)活保(bao)障的(de)證(zheng)(zheng)明(ming)和(he)低保(bao)證(zheng)(zheng)原件(jian)(jian)及復印件(jian)(jian),農村特(te)困(kun)(kun)大(da)學生(sheng)可(ke)提(ti)交(jiao)(jiao)家(jia)(jia)庭(ting)所在地(di)的(de)縣(市(shi)、區(qu))民(min)政(zheng)部(bu)門(men)出具的(de)特(te)困(kun)(kun)證(zheng)(zheng)明(ming)和(he)特(te)困(kun)(kun)家(jia)(jia)庭(ting)基本情(qing)況(kuang)檔案卡(ka)原件(jian)(jian)及復印件(jian)(jian)。
未在(zai)規定報名時間內提(ti)交有(you)關(guan)材料的(de),視為棄權。經(jing)審查不(bu)具備報考條件(jian)的(de),取消其(qi)考試資格。
(三)其它事項
報(bao)名結束后(hou),最終報(bao)名人數達不到計(ji)劃(hua)聘(pin)(pin)(pin)用人數3倍(bei)的崗(gang)(gang)位,按1:3的比(bi)例相(xiang)應核減招(zhao)聘(pin)(pin)(pin)計(ji)劃(hua)。招(zhao)聘(pin)(pin)(pin)計(ji)劃(hua)取消(xiao)(xiao)的崗(gang)(gang)位,原報(bao)考(kao)人員可改報(bao)其他符合條件的招(zhao)聘(pin)(pin)(pin)崗(gang)(gang)位或辦理(li)退費手續。個別緊缺(que)專(zhuan)業或特殊人才經招(zhao)聘(pin)(pin)(pin)主管(guan)機關批準,可適當放寬報(bao)名條件或報(bao)考(kao)比(bi)例。招(zhao)聘(pin)(pin)(pin)崗(gang)(gang)位取消(xiao)(xiao)核減情況以及(ji)筆試時間、地點等有關事項(xiang),在半島(dao)制造業人才網上公(gong)布。
三、資格審查
對報考(kao)人(ren)員的(de)資(zi)格審(shen)查工作,貫穿招(zhao)考(kao)工作的(de)全(quan)過程。對弄(nong)虛作假者,一經(jing)發現,無論招(zhao)考(kao)工作進行到何階(jie)段,取消其考(kao)試、聘用(yong)資(zi)格。
四、考試
招聘考試(shi)實行筆試(shi)和面試(shi)相結合的辦法。
(一)筆試
1、筆試科目。
筆試科目為公共(gong)基(ji)(ji)礎(chu)知(zhi)識(shi)(shi)(shi)和(he)綜合寫(xie)作(zuo)兩科。按公共(gong)基(ji)(ji)礎(chu)知(zhi)識(shi)(shi)(shi)和(he)綜合寫(xie)作(zuo)5:5的比例百(bai)分制(zhi)計(ji)算筆試總(zong)(zong)成績,筆試總(zong)(zong)成績計(ji)算到小數(shu)點后兩位數(shu),尾數(shu)四舍五(wu)入。公共(gong)基(ji)(ji)礎(chu)知(zhi)識(shi)(shi)(shi)主(zhu)要(yao)包(bao)括政治經(jing)濟理論、思想品德、法律常識(shi)(shi)(shi)、時政方針等知(zhi)識(shi)(shi)(shi)。綜合寫(xie)作(zuo)主(zhu)要(yao)考察考生基(ji)(ji)礎(chu)寫(xie)作(zuo)水平。
2、進入面試人員的確定。
筆(bi)試(shi)(shi)結(jie)束后,根據筆(bi)試(shi)(shi)結(jie)果確定(ding)筆(bi)試(shi)(shi)合格線。在筆(bi)試(shi)(shi)成(cheng)績合格線內,進(jin)入面(mian)試(shi)(shi)范圍(wei)人(ren)員(yuan)由高分(fen)到低分(fen)按(an)(an)1:3的(de)比例(li)(li)確定(ding)進(jin)入面(mian)試(shi)(shi)范圍(wei)人(ren)員(yuan)。筆(bi)試(shi)(shi)合格人(ren)數出現空缺(que)的(de)崗位,取消(xiao)聘用計劃;達不到規定(ding)比例(li)(li)的(de),按(an)(an)實有合格人(ren)數確定(ding)進(jin)入面(mian)試(shi)(shi)范圍(wei)。筆(bi)試(shi)(shi)成(cheng)績、進(jin)入面(mian)試(shi)(shi)人(ren)員(yuan)名(ming)單及面(mian)試(shi)(shi)時間、地點等有關事項,將在半島制造業人(ren)才網上公布。
(二)面試
面試由福山區人力資源和社會保障局會同(tong)相關單位組織(zhi)。進入面試人員按照魯價費(fei)函〔2008〕13號文件的規定(ding)繳(jiao)(jiao)納面試考(kao)務費(fei)70元(yuan)。享受減免筆試考(kao)務費(fei)的人員,經本人申請(qing),可免繳(jiao)(jiao)面試考(kao)務費(fei)。
面試(shi)根據(ju)崗位(wei)特點,教育(yu)類崗位(wei)采取試(shi)講的(de)方式進行(xing),其(qi)他(ta)類崗位(wei)采取結(jie)構化面試(shi)的(de)方式進行(xing),主(zhu)要考察報(bao)考人員的(de)綜合素質和專(zhuan)業工(gong)作技能。面試(shi)實行(xing)百分制,成績保留到小數點后兩位(wei)數,尾數四舍(she)五入,本(ben)場(chang)試(shi)講結(jie)束后公布(bu)。為(wei)保證人員素質,試(shi)講成績不足60分的(de)不予聘(pin)用(yong)。面試(shi)的(de)其(qi)他(ta)具體事(shi)宜,另行(xing)通知(請關(guan)注半島制造(zao)業人才網(wang)站)。
面(mian)(mian)試結束后,按(an)筆試、面(mian)(mian)試成(cheng)績(ji)(ji)5:5的比例(li)計算考(kao)試總成(cheng)績(ji)(ji)。根據考(kao)試總成(cheng)績(ji)(ji),分崗(gang)位(wei)由高分到(dao)(dao)低分按(an)照1:2的比例(li)確(que)定體檢考(kao)核(he)范圍人(ren)(ren)(ren)員,按(an)計劃招考(kao)人(ren)(ren)(ren)數(shu)由高分到(dao)(dao)低分依次等額對報(bao)考(kao)人(ren)(ren)(ren)員進(jin)行體檢考(kao)核(he)。如同(tong)一(yi)崗(gang)位(wei)中(zhong)出現應考(kao)人(ren)(ren)(ren)員考(kao)試總成(cheng)績(ji)(ji)相(xiang)同(tong)且影響(xiang)聘(pin)用的,以筆試成(cheng)績(ji)(ji)排序,筆試成(cheng)績(ji)(ji)仍(reng)相(xiang)同(tong)的,則組織專家(jia)重新(xin)命題對總成(cheng)績(ji)(ji)相(xiang)同(tong)的人(ren)(ren)(ren)員進(jin)行面(mian)(mian)試,并(bing)以重新(xin)面(mian)(mian)試后的總成(cheng)績(ji)(ji)排序確(que)定進(jin)入(ru)體檢考(kao)核(he)范圍人(ren)(ren)(ren)選。進(jin)入(ru)體檢考(kao)核(he)范圍人(ren)(ren)(ren)員名單在半島(dao)制造業(ye)人(ren)(ren)(ren)才網上公布。
五、體檢與考核

成(cheng)立(li)考(kao)(kao)核(he)(he)工(gong)(gong)作(zuo)(zuo)小組(zu),每組(zu)由2名以上(shang)工(gong)(gong)作(zuo)(zuo)人員組(zu)成(cheng),具(ju)體(ti)負責考(kao)(kao)核(he)(he)工(gong)(gong)作(zuo)(zuo)。考(kao)(kao)核(he)(he)按(an)照德才(cai)兼備的標準(zhun)(zhun),根據招聘崗(gang)位(wei)的要求,全面(mian)了解被(bei)考(kao)(kao)核(he)(he)對(dui)(dui)象的政治思想(xiang)、道德品質(zhi)、能力素質(zhi)、學習和工(gong)(gong)作(zuo)(zuo)表現(xian)、遵紀守法、廉潔自律以及是(shi)(shi)否需要回避等方(fang)面(mian)的情況,并對(dui)(dui)考(kao)(kao)核(he)(he)對(dui)(dui)象進(jin)行資(zi)格復審。如經考(kao)(kao)核(he)(he)不(bu)合格或發現(xian)在應聘過程(cheng)中有(you)弄虛作(zuo)(zuo)假等違反《招聘簡章》規定(ding)的行為,不(bu)予聘用或取消聘用。考(kao)(kao)核(he)(he)小組(zu)要實(shi)事求是(shi)(shi)、客觀公正地評價被(bei)考(kao)(kao)核(he)(he)對(dui)(dui)象,并寫出書面(mian)考(kao)(kao)核(he)(he)意見。國家對(dui)(dui)招聘崗(gang)位(wei)考(kao)(kao)核(he)(he)標準(zhun)(zhun)另有(you)規定(ding)的,從其規定(ding)。
六、聘用
經體檢、考核(he)合格的(de)人(ren)員,在(zai)半島制造業人(ren)才網上公(gong)(gong)示(shi),公(gong)(gong)示(shi)期7個工作日。公(gong)(gong)示(shi)期滿無異議的(de),按(an)相關(guan)規定(ding)辦理(li)聘(pin)用(yong)手(shou)(shou)續,用(yong)人(ren)單位按(an)規定(ding)與受聘(pin)人(ren)員簽訂聘(pin)用(yong)合同。體檢、考核(he)、公(gong)(gong)示(shi)不合格的(de),取消(xiao)其聘(pin)用(yong)資(zi)格。對(dui)聘(pin)用(yong)手(shou)(shou)續辦結前(qian)因擬聘(pin)用(yong)人(ren)員被(bei)取消(xiao)聘(pin)用(yong)資(zi)格或棄權(quan)造成的(de)空缺(que),從進入同一招聘(pin)崗位體檢考核(he)范圍(wei)的(de)人(ren)員中依次等額遞補。
七、其他
應聘(pin)人員在報考期(qi)間(jian)要及時了解(jie)招聘(pin)網站發布(bu)的(de)最新信息(xi)(xi),因本人原因錯過重(zhong)要信息(xi)(xi)而(er)影響考試聘(pin)用的(de),責任自負。
