從12月(yue)11日市(shi)(shi)政府新聞辦召(zhao)開(kai)的泰(tai)安(an)(an)市(shi)(shi)“‘十(shi)三(san)五(wu)’成(cheng)(cheng)就巡禮”主(zhu)題系列新聞發(fa)(fa)布會(hui)上了(le)解到,泰(tai)安(an)(an)市(shi)(shi)“十(shi)三(san)五(wu)”人(ren)(ren)社(she)(she)(she)事(shi)業(ye)取得(de)長足發(fa)(fa)展。“十(shi)三(san)五(wu)”時期(qi),全市(shi)(shi)各級人(ren)(ren)力資(zi)(zi)源(yuan)社(she)(she)(she)會(hui)保障部門堅持(chi)“優質(zhi)、高(gao)效、安(an)(an)全、滿意”的目標定位,傾力打造(zao)“真情人(ren)(ren)社(she)(she)(she)”“陽(yang)光人(ren)(ren)社(she)(she)(she)”“和諧人(ren)(ren)社(she)(she)(she)”“幸(xing)福人(ren)(ren)社(she)(she)(she)”服務(wu)品牌(pai),全市(shi)(shi)人(ren)(ren)力資(zi)(zi)源(yuan)社(she)(she)(she)會(hui)保障事(shi)業(ye)實現高(gao)質(zhi)量發(fa)(fa)展,取得(de)了(le)明顯成(cheng)(cheng)效。
全市(shi)就業(ye)局勢保(bao)持穩(wen)定。“十(shi)三五”以(yi)來,截至2020年10月底,全市(shi)累計(ji)實(shi)現城鎮新(xin)增就業(ye)再就業(ye)26.8萬(wan)人(ren),提(ti)前(qian)完成(cheng)規(gui)劃目標;期(qi)末城鎮登記失業(ye)率(lv)2.13%,低于規(gui)劃控制目標。落實(shi)“六穩(wen)”“六保(bao)”要求,全市(shi)就業(ye)創業(ye)環境進一(yi)步(bu)優化。“十(shi)三五”期(qi)間(jian)共發(fa)放創業(ye)擔保(bao)貸款(kuan)20.03億元(yuan)、一(yi)次(ci)性(xing)(xing)創業(ye)補(bu)(bu)貼(tie)844.3萬(wan)元(yuan)、社(she)保(bao)補(bu)(bu)貼(tie)1.79億元(yuan)、公(gong)益(yi)性(xing)(xing)崗(gang)(gang)位補(bu)(bu)貼(tie)9744.39萬(wan)元(yuan)。全市(shi)招募“三支(zhi)一(yi)扶”人(ren)員489名,累計(ji)為5801名困難人(ren)員提(ti)供公(gong)益(yi)性(xing)(xing)崗(gang)(gang)位安置,高校畢業(ye)生總體就業(ye)率(lv)達98%以(yi)上,引領大學生自主創業(ye)5897人(ren)。共為8911名各類創業(ye)者發(fa)放貸款(kuan)20.33億元(yuan),共建成(cheng)省級(ji)創業(ye)示(shi)范(fan)平臺(tai)5家、市(shi)級(ji)創業(ye)示(shi)范(fan)平臺(tai)34家、創業(ye)型街道(鄉(xiang)鎮)48個、創業(ye)型社(she)區120個。
社(she)(she)(she)會保(bao)(bao)(bao)險制度健(jian)康(kang)運(yun)行(xing)。“十三(san)五”期間,養老(lao)、工(gong)(gong)(gong)傷(shang)、失業(ye)三(san)項社(she)(she)(she)會保(bao)(bao)(bao)險費(fei)應(ying)收盡收,各(ge)項社(she)(she)(she)會保(bao)(bao)(bao)險待(dai)遇(yu)按(an)時足額發放,社(she)(she)(she)會保(bao)(bao)(bao)險制度健(jian)康(kang)平穩運(yun)行(xing)。積極應(ying)對新(xin)冠肺炎(yan)疫情影(ying)響(xiang),落實各(ge)級社(she)(she)(she)會保(bao)(bao)(bao)險減(jian)免緩政策,共為13887家企業(ye)減(jian)免社(she)(she)(she)會保(bao)(bao)(bao)險費(fei)17.71億(yi)元。連(lian)續第5次同(tong)步調整企業(ye)和機關事(shi)業(ye)單(dan)位退休(xiu)人(ren)(ren)(ren)員養老(lao)金,惠及我市(shi)退休(xiu)人(ren)(ren)(ren)員30.69萬(wan)(wan)人(ren)(ren)(ren)。持(chi)續推進建(jian)筑工(gong)(gong)(gong)程、交通水(shui)利工(gong)(gong)(gong)程按(an)項目(mu)參(can)保(bao)(bao)(bao)工(gong)(gong)(gong)作,參(can)保(bao)(bao)(bao)率(lv)持(chi)續保(bao)(bao)(bao)持(chi)100%。截至10月底,全市(shi)參(can)加職工(gong)(gong)(gong)基(ji)(ji)本養老(lao)保(bao)(bao)(bao)險人(ren)(ren)(ren)數(shu)(shu)達(da)(da)到(dao)145.88萬(wan)(wan)人(ren)(ren)(ren),參(can)加居(ju)民基(ji)(ji)本養老(lao)保(bao)(bao)(bao)險人(ren)(ren)(ren)數(shu)(shu)達(da)(da)到(dao)276.7萬(wan)(wan)人(ren)(ren)(ren),參(can)加失業(ye)保(bao)(bao)(bao)險人(ren)(ren)(ren)數(shu)(shu)達(da)(da)到(dao)65.59萬(wan)(wan)人(ren)(ren)(ren),參(can)加工(gong)(gong)(gong)傷(shang)保(bao)(bao)(bao)險人(ren)(ren)(ren)數(shu)(shu)達(da)(da)到(dao)89.3萬(wan)(wan)人(ren)(ren)(ren)。積極推進制度創新(xin)流程再造,打造人(ren)(ren)(ren)社(she)(she)(she)公共服(fu)務(wu)(wu)(wu)(wu)“4S”服(fu)務(wu)(wu)(wu)(wu)品牌,創新(xin)“四精八同(tong)”服(fu)務(wu)(wu)(wu)(wu)模式,168項服(fu)務(wu)(wu)(wu)(wu)事(shi)項辦理實現“只進一(yi)扇門”,155項業(ye)務(wu)(wu)(wu)(wu)實現一(yi)窗(chuang)受理。
人(ren)(ren)才(cai)隊伍建(jian)設(she)創(chuang)新(xin)(xin)突(tu)破。出臺人(ren)(ren)才(cai)新(xin)(xin)政“金十條”“泰汶專(zhuan)才(cai)計劃(hua)”等(deng)系列(lie)人(ren)(ren)才(cai)政策,人(ren)(ren)才(cai)培養、使(shi)用(yong)、評(ping)價、激勵的(de)體制(zhi)機制(zhi)進一步完善。“十三五”期間,全(quan)(quan)市(shi)新(xin)(xin)增國(guo)務(wu)院特貼專(zhuan)家(jia)(jia)(jia)4名、省突(tu)貢專(zhuan)家(jia)(jia)(jia)4名、省博士后(hou)創(chuang)新(xin)(xin)實踐基地(di)5家(jia)(jia)(jia)、省級(ji)專(zhuan)家(jia)(jia)(jia)服(fu)務(wu)基地(di)3個,省級(ji)鄉村振興專(zhuan)家(jia)(jia)(jia)服(fu)務(wu)基地(di)5個。全(quan)(quan)市(shi)共有94人(ren)(ren)獲(huo)得山(shan)東“惠才(cai)卡”、210人(ren)(ren)獲(huo)得“泰山(shan)人(ren)(ren)才(cai)金卡”,1900人(ren)(ren)獲(huo)得高層次人(ren)(ren)才(cai)認定證書。將我市(shi)全(quan)(quan)部23個系列(lie)(專(zhuan)業)中級(ji)職(zhi)稱評(ping)審權限下放至六個縣市(shi)區(qu)。2016年以來,評(ping)審通過高級(ji)職(zhi)稱3198人(ren)(ren),中級(ji)職(zhi)稱7513人(ren)(ren)。推薦(jian)評(ping)選(xuan)齊魯首席技(ji)師39人(ren)(ren),泰山(shan)產(chan)業領軍人(ren)(ren)才(cai)產(chan)業技(ji)能類1人(ren)(ren),泰山(shan)英才(cai)領軍人(ren)(ren)才(cai)1人(ren)(ren),評(ping)選(xuan)表彰(zhang)“泰安市(shi)首席技(ji)師”100人(ren)(ren),新(xin)(xin)增泰安市(shi)技(ji)師工作站(zhan)50個。
勞動(dong)關系和諧(xie)穩定(ding)。強化(hua)系統治(zhi)理(li)、依法(fa)治(zhi)理(li)、綜合治(zhi)理(li)、源頭(tou)治(zhi)理(li),切實維(wei)護勞動(dong)者合法(fa)權益,提(ti)(ti)升(sheng)了勞動(dong)關系和諧(xie)水平。全面推進勞動(dong)用工(gong)備案(an)(an)(an)制度,網上(shang)開(kai)戶企(qi)業備案(an)(an)(an)率100%,企(qi)業勞動(dong)合同簽(qian)訂率達97%。落實最低工(gong)資(zi)(zi)保(bao)障(zhang)制度,逐(zhu)步提(ti)(ti)高(gao)最低工(gong)資(zi)(zi)標(biao)(biao)準,月最低工(gong)資(zi)(zi)標(biao)(biao)準由2015年(nian)的(de)1450、1300元(yuan)(yuan)(yuan)/月提(ti)(ti)高(gao)到(dao)1730、1550元(yuan)(yuan)(yuan)/月,小(xiao)時最低工(gong)資(zi)(zi)標(biao)(biao)準由14.5、13元(yuan)(yuan)(yuan)/小(xiao)時提(ti)(ti)高(gao)到(dao)17.3、15.5元(yuan)(yuan)(yuan)/小(xiao)時,平均增幅19.3%。充分發揮(hui)調解(jie)仲裁(cai)在(zai)(zai)多元(yuan)(yuan)(yuan)化(hua)解(jie)矛盾糾紛中的(de)作(zuo)用,不斷加(jia)大案(an)(an)(an)件調解(jie)力度,提(ti)(ti)升(sheng)仲裁(cai)辦案(an)(an)(an)精準化(hua)水平,“十(shi)三五”期(qi)間,當期(qi)結案(an)(an)(an)率保(bao)持95%以上(shang),按期(qi)結案(an)(an)(an)率均保(bao)持在(zai)(zai)100%,調解(jie)結案(an)(an)(an)率達到(dao)60%以上(shang)。持續(xu)深入(ru)開(kai)展農民工(gong)工(gong)資(zi)(zi)治(zhi)欠保(bao)支(zhi)工(gong)作(zuo),加(jia)大專(zhuan)項(xiang)檢查力度,累計檢查用人單(dan)位1.6萬余戶。我市保(bao)障(zhang)農民工(gong)工(gong)資(zi)(zi)支(zhi)付工(gong)作(zuo)榮獲(huo)省考(kao)核“A”等次(ci),位列全省第三名。
