從12月11日市(shi)政府新聞辦(ban)召開(kai)的(de)泰安(an)市(shi)“‘十(shi)三(san)五’成(cheng)就巡禮”主題系列新聞發(fa)布(bu)會(hui)上(shang)了解到(dao),泰安(an)市(shi)“十(shi)三(san)五”人社事業取得(de)長(chang)足發(fa)展。“十(shi)三(san)五”時(shi)期,全(quan)(quan)市(shi)各級人力資源(yuan)社會(hui)保(bao)障(zhang)部門堅持(chi)“優質、高效、安(an)全(quan)(quan)、滿意”的(de)目標定(ding)位,傾力打造“真情人社”“陽(yang)光人社”“和諧人社”“幸福(fu)人社”服(fu)務品牌,全(quan)(quan)市(shi)人力資源(yuan)社會(hui)保(bao)障(zhang)事業實現高質量發(fa)展,取得(de)了明顯成(cheng)效。

全(quan)(quan)市(shi)(shi)就(jiu)業(ye)(ye)(ye)(ye)局勢保(bao)持穩定(ding)。“十三(san)五”以來,截至(zhi)2020年10月底,全(quan)(quan)市(shi)(shi)累計實現城鎮新增就(jiu)業(ye)(ye)(ye)(ye)再就(jiu)業(ye)(ye)(ye)(ye)26.8萬(wan)人(ren),提前完成規(gui)劃目標;期(qi)末城鎮登記失(shi)業(ye)(ye)(ye)(ye)率2.13%,低(di)于規(gui)劃控制目標。落實“六穩”“六保(bao)”要求(qiu),全(quan)(quan)市(shi)(shi)就(jiu)業(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)環(huan)境進一(yi)步(bu)優化。“十三(san)五”期(qi)間共發放創(chuang)業(ye)(ye)(ye)(ye)擔保(bao)貸款(kuan)20.03億(yi)(yi)元(yuan)(yuan)、一(yi)次性創(chuang)業(ye)(ye)(ye)(ye)補(bu)貼(tie)(tie)844.3萬(wan)元(yuan)(yuan)、社保(bao)補(bu)貼(tie)(tie)1.79億(yi)(yi)元(yuan)(yuan)、公(gong)益性崗位補(bu)貼(tie)(tie)9744.39萬(wan)元(yuan)(yuan)。全(quan)(quan)市(shi)(shi)招募“三(san)支一(yi)扶”人(ren)員(yuan)489名,累計為5801名困(kun)難人(ren)員(yuan)提供公(gong)益性崗位安置,高校(xiao)畢業(ye)(ye)(ye)(ye)生(sheng)總體就(jiu)業(ye)(ye)(ye)(ye)率達98%以上,引領大(da)學生(sheng)自(zi)主(zhu)創(chuang)業(ye)(ye)(ye)(ye)5897人(ren)。共為8911名各類創(chuang)業(ye)(ye)(ye)(ye)者發放貸款(kuan)20.33億(yi)(yi)元(yuan)(yuan),共建成省級創(chuang)業(ye)(ye)(ye)(ye)示范平臺5家(jia)、市(shi)(shi)級創(chuang)業(ye)(ye)(ye)(ye)示范平臺34家(jia)、創(chuang)業(ye)(ye)(ye)(ye)型(xing)街道(鄉(xiang)鎮)48個、創(chuang)業(ye)(ye)(ye)(ye)型(xing)社區120個。

社(she)(she)會保(bao)(bao)(bao)險(xian)制(zhi)度健康運(yun)行(xing)。“十三(san)五(wu)”期間,養(yang)(yang)老、工(gong)傷、失業三(san)項(xiang)社(she)(she)會保(bao)(bao)(bao)險(xian)費應(ying)收盡收,各項(xiang)社(she)(she)會保(bao)(bao)(bao)險(xian)待遇按時足額發放,社(she)(she)會保(bao)(bao)(bao)險(xian)制(zhi)度健康平(ping)穩運(yun)行(xing)。積(ji)極(ji)應(ying)對新冠肺炎疫(yi)情影(ying)響,落(luo)實(shi)各級社(she)(she)會保(bao)(bao)(bao)險(xian)減(jian)免(mian)(mian)緩(huan)政策,共(gong)為13887家企(qi)(qi)業減(jian)免(mian)(mian)社(she)(she)會保(bao)(bao)(bao)險(xian)費17.71億元。連續(xu)第5次同(tong)步(bu)調整(zheng)企(qi)(qi)業和機(ji)關事業單位退(tui)休(xiu)人(ren)(ren)員養(yang)(yang)老金(jin),惠及我(wo)市(shi)退(tui)休(xiu)人(ren)(ren)員30.69萬(wan)人(ren)(ren)。持(chi)續(xu)推進建(jian)筑工(gong)程(cheng)、交通水利工(gong)程(cheng)按項(xiang)目參保(bao)(bao)(bao)工(gong)作,參保(bao)(bao)(bao)率持(chi)續(xu)保(bao)(bao)(bao)持(chi)100%。截至(zhi)10月底,全市(shi)參加(jia)職工(gong)基(ji)本養(yang)(yang)老保(bao)(bao)(bao)險(xian)人(ren)(ren)數(shu)達(da)到(dao)145.88萬(wan)人(ren)(ren),參加(jia)居民(min)基(ji)本養(yang)(yang)老保(bao)(bao)(bao)險(xian)人(ren)(ren)數(shu)達(da)到(dao)276.7萬(wan)人(ren)(ren),參加(jia)失業保(bao)(bao)(bao)險(xian)人(ren)(ren)數(shu)達(da)到(dao)65.59萬(wan)人(ren)(ren),參加(jia)工(gong)傷保(bao)(bao)(bao)險(xian)人(ren)(ren)數(shu)達(da)到(dao)89.3萬(wan)人(ren)(ren)。積(ji)極(ji)推進制(zhi)度創新流程(cheng)再(zai)造,打造人(ren)(ren)社(she)(she)公共(gong)服(fu)(fu)務“4S”服(fu)(fu)務品牌(pai),創新“四精八同(tong)”服(fu)(fu)務模(mo)式(shi),168項(xiang)服(fu)(fu)務事項(xiang)辦理實(shi)現(xian)“只(zhi)進一扇門”,155項(xiang)業務實(shi)現(xian)一窗受理。

人(ren)(ren)才(cai)(cai)(cai)(cai)隊伍(wu)建設創新(xin)突破。出臺人(ren)(ren)才(cai)(cai)(cai)(cai)新(xin)政“金十條”“泰(tai)汶專(zhuan)(zhuan)才(cai)(cai)(cai)(cai)計(ji)劃”等系(xi)列人(ren)(ren)才(cai)(cai)(cai)(cai)政策,人(ren)(ren)才(cai)(cai)(cai)(cai)培養、使用、評(ping)價(jia)、激勵的(de)體制機(ji)制進一步完(wan)善(shan)。“十三五”期間(jian),全(quan)市(shi)新(xin)增(zeng)國務院特(te)貼(tie)專(zhuan)(zhuan)家4名、省突貢專(zhuan)(zhuan)家4名、省博士(shi)后創新(xin)實踐基(ji)(ji)地5家、省級專(zhuan)(zhuan)家服(fu)務基(ji)(ji)地3個,省級鄉村振興專(zhuan)(zhuan)家服(fu)務基(ji)(ji)地5個。全(quan)市(shi)共(gong)有(you)94人(ren)(ren)獲(huo)得(de)山(shan)東“惠才(cai)(cai)(cai)(cai)卡”、210人(ren)(ren)獲(huo)得(de)“泰(tai)山(shan)人(ren)(ren)才(cai)(cai)(cai)(cai)金卡”,1900人(ren)(ren)獲(huo)得(de)高(gao)層次(ci)人(ren)(ren)才(cai)(cai)(cai)(cai)認定證書。將我市(shi)全(quan)部23個系(xi)列(專(zhuan)(zhuan)業(ye))中級職(zhi)稱(cheng)評(ping)審權限(xian)下放至六(liu)個縣市(shi)區。2016年以(yi)來(lai),評(ping)審通過高(gao)級職(zhi)稱(cheng)3198人(ren)(ren),中級職(zhi)稱(cheng)7513人(ren)(ren)。推薦評(ping)選(xuan)齊魯(lu)首(shou)席技師(shi)39人(ren)(ren),泰(tai)山(shan)產業(ye)領軍(jun)人(ren)(ren)才(cai)(cai)(cai)(cai)產業(ye)技能類(lei)1人(ren)(ren),泰(tai)山(shan)英才(cai)(cai)(cai)(cai)領軍(jun)人(ren)(ren)才(cai)(cai)(cai)(cai)1人(ren)(ren),評(ping)選(xuan)表彰“泰(tai)安市(shi)首(shou)席技師(shi)”100人(ren)(ren),新(xin)增(zeng)泰(tai)安市(shi)技師(shi)工作站50個。

勞動(dong)(dong)(dong)關系和(he)諧穩(wen)定。強化(hua)(hua)系統治理(li)(li)、依法治理(li)(li)、綜合(he)治理(li)(li)、源(yuan)頭治理(li)(li),切實(shi)維護勞動(dong)(dong)(dong)者合(he)法權益,提升了勞動(dong)(dong)(dong)關系和(he)諧水(shui)平(ping)。全(quan)面推進勞動(dong)(dong)(dong)用工(gong)(gong)(gong)(gong)備(bei)案制(zhi)度,網上開戶(hu)企業(ye)備(bei)案率(lv)(lv)100%,企業(ye)勞動(dong)(dong)(dong)合(he)同(tong)簽訂率(lv)(lv)達97%。落實(shi)最低工(gong)(gong)(gong)(gong)資(zi)(zi)保(bao)(bao)障制(zhi)度,逐步提高最低工(gong)(gong)(gong)(gong)資(zi)(zi)標(biao)準,月最低工(gong)(gong)(gong)(gong)資(zi)(zi)標(biao)準由(you)2015年的1450、1300元/月提高到(dao)1730、1550元/月,小時(shi)最低工(gong)(gong)(gong)(gong)資(zi)(zi)標(biao)準由(you)14.5、13元/小時(shi)提高到(dao)17.3、15.5元/小時(shi),平(ping)均增幅19.3%。充分發(fa)揮調解(jie)(jie)仲裁在多元化(hua)(hua)解(jie)(jie)矛盾糾紛中的作用,不斷加大案件調解(jie)(jie)力度,提升仲裁辦案精準化(hua)(hua)水(shui)平(ping),“十三五”期間,當期結案率(lv)(lv)保(bao)(bao)持(chi)(chi)95%以(yi)上,按期結案率(lv)(lv)均保(bao)(bao)持(chi)(chi)在100%,調解(jie)(jie)結案率(lv)(lv)達到(dao)60%以(yi)上。持(chi)(chi)續深入開展農(nong)民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)治欠保(bao)(bao)支工(gong)(gong)(gong)(gong)作,加大專(zhuan)項檢查(cha)力度,累計檢查(cha)用人(ren)單位1.6萬余戶(hu)。我市保(bao)(bao)障農(nong)民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)支付工(gong)(gong)(gong)(gong)作榮獲省考(kao)核“A”等(deng)次(ci),位列全(quan)省第三名。
