近日,泰(tai)安(an)市殘(can)疾人(ren)(ren)就(jiu)業(ye)保(bao)(bao)障(zhang)(zhang)金工作(zuo)領(ling)導小組辦公(gong)室下發關(guan)于(yu)(yu)繳(jiao)納(na)殘(can)疾人(ren)(ren)就(jiu)業(ye)保(bao)(bao)障(zhang)(zhang)金的(de)告知函,要求各(ge)有(you)關(guan)單位應按《關(guan)于(yu)(yu)落實(shi)(shi)殘(can)疾人(ren)(ren)就(jiu)業(ye)保(bao)(bao)障(zhang)(zhang)金制度(du)更好促(cu)進殘(can)疾人(ren)(ren)就(jiu)業(ye)有(you)關(guan)問(wen)題的(de)通知》(泰(tai)發改價格〔2020〕275號)規(gui)定,于(yu)(yu)年底前向泰(tai)安(an)市稅務局(ju)申(shen)報(bao)繳(jiao)納(na)2020年度(du)殘(can)疾人(ren)(ren)就(jiu)業(ye)保(bao)(bao)障(zhang)(zhang)金。對逾期未(wei)按比例安(an)排殘(can)疾人(ren)(ren)就(jiu)業(ye)且拒繳(jiao)、少繳(jiao)殘(can)保(bao)(bao)金的(de)單位,經領(ling)導小組研究(jiu)確定后,將通過信(xin)用中國(山東(dong)泰(tai)安(an))網站公(gong)示,對嚴重失(shi)信(xin)主體,依法依規(gui)實(shi)(shi)施聯(lian)合(he)懲戒。
部分用人(ren)單位按規定應繳費額的50%繳納殘保金
11月24日(ri),齊魯晚報·齊魯壹點記者從泰安市發(fa)改委獲悉,為切實做好(hao)殘(can)疾(ji)(ji)(ji)人(ren)(ren)(ren)就業(ye)(ye)保(bao)障(zhang)工作,根據省發(fa)展改革委等(deng)6部(bu)門關于完(wan)善殘(can)疾(ji)(ji)(ji)人(ren)(ren)(ren)就業(ye)(ye)保(bao)障(zhang)金(jin)制度(du)(du)更好(hao)促進殘(can)疾(ji)(ji)(ji)人(ren)(ren)(ren)就業(ye)(ye)的(de)有關部(bu)署(shu)和要求(qiu),泰安市于今(jin)年8月份印發(fa)了(le)《關于落實殘(can)疾(ji)(ji)(ji)人(ren)(ren)(ren)就業(ye)(ye)保(bao)障(zhang)金(jin)制度(du)(du)更好(hao)促進殘(can)疾(ji)(ji)(ji)人(ren)(ren)(ren)就業(ye)(ye)有關問題的(de)通(tong)知(zhi)(zhi)》(泰發(fa)改價(jia)格(ge)〔2020〕275號)(以(yi)下簡稱(cheng)《通(tong)知(zhi)(zhi)》)。《通(tong)知(zhi)(zhi)》明(ming)確,2020年殘(can)保(bao)金(jin)繳費申(shen)報時(shi)間延長(chang)至2020年12月31日(ri)。
《通知》優化了殘(can)(can)保金(jin)征收(shou)(shou)辦(ban)法,實行分檔征收(shou)(shou)。自2020年1月1日(ri)(ri)至(zhi)2022年12月31日(ri)(ri),用人(ren)單位(wei)安排殘(can)(can)疾(ji)人(ren)就(jiu)業的(de)比(bi)例(li)達(da)到(dao)(dao)1%(含(han))以(yi)上(shang),但未達(da)到(dao)(dao)1.5%的(de),按規定應繳(jiao)費(fei)額的(de)50%繳(jiao)納(na)殘(can)(can)保金(jin);用人(ren)單位(wei)安排殘(can)(can)疾(ji)人(ren)就(jiu)業比(bi)例(li)在1%以(yi)下的(de),按規定應繳(jiao)費(fei)額的(de)90%繳(jiao)納(na)殘(can)(can)保金(jin)。用人(ren)單位(wei)依法以(yi)勞務派遣方式接受殘(can)(can)疾(ji)人(ren)在本單位(wei)就(jiu)業的(de),按照(zhao)《財(cai)政部關于調整(zheng)殘(can)(can)疾(ji)人(ren)就(jiu)業保障金(jin)征收(shou)(shou)政策的(de)公(gong)告(gao)》(財(cai)政部公(gong)告(gao)2019年第98號)規定執行。自2020年1月1日(ri)(ri)至(zhi)2022年12月31日(ri)(ri),在職(zhi)職(zhi)工(gong)人(ren)數在30人(ren)(含(han))以(yi)下的(de)企業,暫免征收(shou)(shou)殘(can)(can)保金(jin)。
用人單(dan)位在職(zhi)職(zhi)工(gong)年平(ping)(ping)均(jun)工(gong)資(zi)(zi)(zi)未超(chao)過當(dang)地(di)(di)社會(hui)(hui)(hui)平(ping)(ping)均(jun)工(gong)資(zi)(zi)(zi)2倍(bei)(含)的(de),按用人單(dan)位在職(zhi)職(zhi)工(gong)年平(ping)(ping)均(jun)工(gong)資(zi)(zi)(zi)計(ji)征殘保金;超(chao)過當(dang)地(di)(di)社會(hui)(hui)(hui)平(ping)(ping)均(jun)工(gong)資(zi)(zi)(zi)2倍(bei)的(de),按當(dang)地(di)(di)社會(hui)(hui)(hui)平(ping)(ping)均(jun)工(gong)資(zi)(zi)(zi)2倍(bei)計(ji)征殘保金。當(dang)地(di)(di)社會(hui)(hui)(hui)平(ping)(ping)均(jun)工(gong)資(zi)(zi)(zi)是指各設區市統計(ji)部門向社會(hui)(hui)(hui)公布的(de)本市范圍(wei)內的(de)社會(hui)(hui)(hui)平(ping)(ping)均(jun)工(gong)資(zi)(zi)(zi)。
《通(tong)知》指出,各縣(xian)市區要充分利(li)用“全省按比例安排殘疾人(ren)(ren)就(jiu)業(ye)(ye)審(shen)核(he)系統”,引導和鼓(gu)勵(li)用人(ren)(ren)單位在線辦(ban)理按比例安排殘疾人(ren)(ren)就(jiu)業(ye)(ye)審(shen)核(he)業(ye)(ye)務(wu)。各縣(xian)市區要加強(qiang)殘聯、稅(shui)務(wu)、人(ren)(ren)力(li)資源社會保(bao)障等部門的(de)流程(cheng)對接,減(jian)少相關(guan)證明(ming)材料的(de)提交,實現(xian)審(shen)核(he)、繳(jiao)費“零跑腿”辦(ban)理。
殘(can)保(bao)金將優先用于支持殘(can)疾(ji)人就業(ye)
《通知》還明確(que)了殘(can)(can)(can)保(bao)金使用(yong)(yong)(yong)問題。殘(can)(can)(can)保(bao)金優先(xian)用(yong)(yong)(yong)于(yu)支持各種形式的(de)(de)殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)就(jiu)(jiu)業(ye)(ye),并用(yong)(yong)(yong)于(yu)加(jia)大(da)(da)對(dui)用(yong)(yong)(yong)人(ren)(ren)(ren)(ren)(ren)單位(wei)安(an)排(pai)殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)的(de)(de)激勵(li)(li)(li)力(li)度。全(quan)市(shi)要制(zhi)定(ding)殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)就(jiu)(jiu)業(ye)(ye)崗位(wei)補(bu)(bu)貼(tie)、保(bao)險補(bu)(bu)貼(tie)、設(she)施設(she)備購(gou)置改(gai)造補(bu)(bu)貼(tie)等補(bu)(bu)貼(tie)標(biao)準(zhun)。用(yong)(yong)(yong)人(ren)(ren)(ren)(ren)(ren)單位(wei)招用(yong)(yong)(yong)就(jiu)(jiu)業(ye)(ye)困難殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)、畢(bi)業(ye)(ye)年(nian)度內高校(xiao)殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)畢(bi)業(ye)(ye)生或(huo)者通過公益(yi)性崗位(wei)安(an)置殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)并為(wei)其繳(jiao)納職工(gong)社會(hui)保(bao)險費的(de)(de),按規(gui)定(ding)給予社會(hui)保(bao)險補(bu)(bu)貼(tie)。對(dui)2013年(nian)10月1日以后(hou)注冊成(cheng)立(li)的(de)(de)小微(wei)企業(ye)(ye),吸(xi)納登記失業(ye)(ye)殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)和畢(bi)業(ye)(ye)年(nian)度高校(xiao)殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)畢(bi)業(ye)(ye)生(不含創業(ye)(ye)者本人(ren)(ren)(ren)(ren)(ren))就(jiu)(jiu)業(ye)(ye)符合條件的(de)(de),按規(gui)定(ding)給予一次性創業(ye)(ye)崗位(wei)開發(fa)補(bu)(bu)貼(tie)。全(quan)市(shi)將加(jia)大(da)(da)對(dui)超比例安(an)排(pai)殘(can)(can)(can)疾(ji)人(ren)(ren)(ren)(ren)(ren)就(jiu)(jiu)業(ye)(ye)單位(wei)的(de)(de)直接獎勵(li)(li)(li)力(li)度,具體獎勵(li)(li)(li)辦(ban)法、標(biao)準(zhun)由市(shi)殘(can)(can)(can)聯會(hui)同有關部門制(zhi)定(ding)。
殘(can)(can)保(bao)金還(huan)用于支持(chi)殘(can)(can)疾人(ren)自主(zhu)就(jiu)業(ye)創(chuang)業(ye)和(he)提升職業(ye)培訓(xun)質量。企業(ye)和(he)職業(ye)院校將充分發揮培訓(xun)殘(can)(can)疾人(ren)的(de)主(zhu)體和(he)骨干(gan)作用,依托殘(can)(can)疾人(ren)有就(jiu)業(ye)意向的(de)用人(ren)單(dan)位、專業(ye)培訓(xun)機構(gou)開展“師(shi)帶徒”及定(ding)崗式(shi)(shi)培訓(xun),采(cai)取階段式(shi)(shi)付(fu)費辦法(fa),逐步形成按培訓(xun)效(xiao)果付(fu)費,將就(jiu)業(ye)轉化率(lv)(lv)作為付(fu)費依據的(de)付(fu)費模式(shi)(shi),進一步提升資金使(shi)用效(xiao)率(lv)(lv)。
此外(wai),對(dui)推薦就業(ye)(ye)年齡段(duan)未(wei)就業(ye)(ye)殘(can)疾人(ren)實現穩定就業(ye)(ye)一年以(yi)上、簽訂勞(lao)動合同、按月支付不低(di)(di)于(yu)當(dang)地最低(di)(di)工(gong)資標準工(gong)資報酬并(bing)繳納(na)社會保險的就業(ye)(ye)服務平臺(tai)、殘(can)疾人(ren)就業(ye)(ye)創業(ye)(ye)網(wang)絡(luo)服務平臺(tai),根據實現新增就業(ye)(ye)人(ren)數,泰安市將按照每(mei)人(ren)不高于(yu)上年度(du)當(dang)地社會平均(jun)工(gong)資1%的標準給予一次(ci)性獎(jiang)勵。
