近日,泰(tai)(tai)安市(shi)殘(can)疾(ji)(ji)人(ren)就(jiu)(jiu)(jiu)業保(bao)障(zhang)(zhang)(zhang)金工作領(ling)(ling)導(dao)小組辦公(gong)室下發(fa)關(guan)(guan)于(yu)繳(jiao)納殘(can)疾(ji)(ji)人(ren)就(jiu)(jiu)(jiu)業保(bao)障(zhang)(zhang)(zhang)金的(de)告知函,要求各有(you)關(guan)(guan)單(dan)位應(ying)按(an)《關(guan)(guan)于(yu)落(luo)實(shi)(shi)殘(can)疾(ji)(ji)人(ren)就(jiu)(jiu)(jiu)業保(bao)障(zhang)(zhang)(zhang)金制度(du)更好促(cu)進殘(can)疾(ji)(ji)人(ren)就(jiu)(jiu)(jiu)業有(you)關(guan)(guan)問題的(de)通(tong)知》(泰(tai)(tai)發(fa)改價格(ge)〔2020〕275號)規定(ding),于(yu)年底前向泰(tai)(tai)安市(shi)稅務局申報繳(jiao)納2020年度(du)殘(can)疾(ji)(ji)人(ren)就(jiu)(jiu)(jiu)業保(bao)障(zhang)(zhang)(zhang)金。對(dui)逾期未按(an)比例安排殘(can)疾(ji)(ji)人(ren)就(jiu)(jiu)(jiu)業且(qie)拒繳(jiao)、少繳(jiao)殘(can)保(bao)金的(de)單(dan)位,經領(ling)(ling)導(dao)小組研究確(que)定(ding)后,將(jiang)通(tong)過信用(yong)中國(山東泰(tai)(tai)安)網站公(gong)示,對(dui)嚴(yan)重失信主體,依法依規實(shi)(shi)施聯合(he)懲戒。
部分用人(ren)單位按(an)規定應繳費額的(de)50%繳納(na)殘保金
11月24日,齊(qi)魯晚報·齊(qi)魯壹點(dian)記者(zhe)從泰(tai)安(an)市發(fa)改(gai)委獲悉,為切實(shi)做好(hao)殘(can)疾(ji)人(ren)就業(ye)保(bao)障工作,根(gen)據省發(fa)展改(gai)革委等6部(bu)門關于完善殘(can)疾(ji)人(ren)就業(ye)保(bao)障金(jin)制(zhi)度更(geng)好(hao)促(cu)(cu)進殘(can)疾(ji)人(ren)就業(ye)的有(you)關部(bu)署(shu)和要(yao)求(qiu),泰(tai)安(an)市于今年8月份(fen)印(yin)發(fa)了《關于落實(shi)殘(can)疾(ji)人(ren)就業(ye)保(bao)障金(jin)制(zhi)度更(geng)好(hao)促(cu)(cu)進殘(can)疾(ji)人(ren)就業(ye)有(you)關問題(ti)的通知》(泰(tai)發(fa)改(gai)價格〔2020〕275號)(以(yi)下(xia)簡(jian)稱《通知》)。《通知》明(ming)確,2020年殘(can)保(bao)金(jin)繳費申報時間(jian)延(yan)長至2020年12月31日。
《通知(zhi)》優化了殘(can)(can)保金征(zheng)(zheng)收(shou)(shou)辦法,實(shi)行(xing)分檔征(zheng)(zheng)收(shou)(shou)。自2020年(nian)(nian)1月(yue)1日(ri)至2022年(nian)(nian)12月(yue)31日(ri),用(yong)人(ren)(ren)(ren)單位安(an)排(pai)殘(can)(can)疾(ji)人(ren)(ren)(ren)就業的(de)(de)比例(li)達(da)到1%(含(han))以(yi)(yi)(yi)上,但未達(da)到1.5%的(de)(de),按規定應繳(jiao)費額的(de)(de)50%繳(jiao)納殘(can)(can)保金;用(yong)人(ren)(ren)(ren)單位安(an)排(pai)殘(can)(can)疾(ji)人(ren)(ren)(ren)就業比例(li)在(zai)(zai)1%以(yi)(yi)(yi)下的(de)(de),按規定應繳(jiao)費額的(de)(de)90%繳(jiao)納殘(can)(can)保金。用(yong)人(ren)(ren)(ren)單位依法以(yi)(yi)(yi)勞務派(pai)遣方式接受殘(can)(can)疾(ji)人(ren)(ren)(ren)在(zai)(zai)本(ben)單位就業的(de)(de),按照《財政(zheng)部關于調整殘(can)(can)疾(ji)人(ren)(ren)(ren)就業保障金征(zheng)(zheng)收(shou)(shou)政(zheng)策的(de)(de)公(gong)告》(財政(zheng)部公(gong)告2019年(nian)(nian)第98號(hao))規定執(zhi)行(xing)。自2020年(nian)(nian)1月(yue)1日(ri)至2022年(nian)(nian)12月(yue)31日(ri),在(zai)(zai)職職工人(ren)(ren)(ren)數(shu)在(zai)(zai)30人(ren)(ren)(ren)(含(han))以(yi)(yi)(yi)下的(de)(de)企業,暫免(mian)征(zheng)(zheng)收(shou)(shou)殘(can)(can)保金。
用人(ren)單(dan)位在職職工(gong)(gong)年平(ping)均(jun)工(gong)(gong)資未超過當(dang)地社會(hui)(hui)平(ping)均(jun)工(gong)(gong)資2倍(含)的(de),按用人(ren)單(dan)位在職職工(gong)(gong)年平(ping)均(jun)工(gong)(gong)資計征殘(can)保金(jin);超過當(dang)地社會(hui)(hui)平(ping)均(jun)工(gong)(gong)資2倍的(de),按當(dang)地社會(hui)(hui)平(ping)均(jun)工(gong)(gong)資2倍計征殘(can)保金(jin)。當(dang)地社會(hui)(hui)平(ping)均(jun)工(gong)(gong)資是(shi)指(zhi)各(ge)設區(qu)市統(tong)計部門向社會(hui)(hui)公布(bu)的(de)本市范圍內的(de)社會(hui)(hui)平(ping)均(jun)工(gong)(gong)資。
《通知》指出(chu),各縣(xian)市區要(yao)充分利用“全省(sheng)按(an)比例安(an)排殘疾(ji)人(ren)就業(ye)審(shen)核(he)系(xi)統”,引導和鼓勵用人(ren)單位在線辦理(li)按(an)比例安(an)排殘疾(ji)人(ren)就業(ye)審(shen)核(he)業(ye)務。各縣(xian)市區要(yao)加強殘聯、稅務、人(ren)力(li)資源社(she)會(hui)保障等部門的流程對接,減少相(xiang)關證明材料的提交,實現(xian)審(shen)核(he)、繳(jiao)費“零(ling)跑腿”辦理(li)。
殘(can)保(bao)金將優先用于(yu)支(zhi)持殘(can)疾人就業(ye)
《通(tong)知(zhi)》還(huan)明(ming)確了殘(can)(can)(can)保金使用(yong)(yong)問題。殘(can)(can)(can)保金優(you)先用(yong)(yong)于(yu)支持各(ge)種(zhong)形式的(de)(de)殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)就(jiu)業(ye),并用(yong)(yong)于(yu)加(jia)大(da)對用(yong)(yong)人(ren)(ren)(ren)(ren)單位安排(pai)殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)的(de)(de)激勵(li)力(li)(li)度(du)(du)。全(quan)市要(yao)制(zhi)定(ding)殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)就(jiu)業(ye)崗(gang)位補(bu)(bu)(bu)貼(tie)(tie)、保險補(bu)(bu)(bu)貼(tie)(tie)、設施設備購置(zhi)改造補(bu)(bu)(bu)貼(tie)(tie)等補(bu)(bu)(bu)貼(tie)(tie)標準。用(yong)(yong)人(ren)(ren)(ren)(ren)單位招用(yong)(yong)就(jiu)業(ye)困難殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)、畢(bi)業(ye)年(nian)度(du)(du)內高校(xiao)殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)畢(bi)業(ye)生或(huo)者(zhe)通(tong)過公(gong)益(yi)性崗(gang)位安置(zhi)殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)并為其繳納職工社會保險費(fei)的(de)(de),按(an)規定(ding)給(gei)予社會保險補(bu)(bu)(bu)貼(tie)(tie)。對2013年(nian)10月(yue)1日以后注冊成立(li)的(de)(de)小微企(qi)業(ye),吸(xi)納登記(ji)失(shi)業(ye)殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)和畢(bi)業(ye)年(nian)度(du)(du)高校(xiao)殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)畢(bi)業(ye)生(不含(han)創(chuang)業(ye)者(zhe)本人(ren)(ren)(ren)(ren))就(jiu)業(ye)符合條(tiao)件的(de)(de),按(an)規定(ding)給(gei)予一次(ci)性創(chuang)業(ye)崗(gang)位開發補(bu)(bu)(bu)貼(tie)(tie)。全(quan)市將(jiang)加(jia)大(da)對超(chao)比例安排(pai)殘(can)(can)(can)疾人(ren)(ren)(ren)(ren)就(jiu)業(ye)單位的(de)(de)直(zhi)接獎(jiang)勵(li)力(li)(li)度(du)(du),具體獎(jiang)勵(li)辦法、標準由市殘(can)(can)(can)聯會同(tong)有關部(bu)門制(zhi)定(ding)。
殘保金還用于支(zhi)持殘疾(ji)(ji)人(ren)自(zi)主(zhu)就(jiu)業(ye)(ye)創(chuang)業(ye)(ye)和提(ti)升(sheng)(sheng)職業(ye)(ye)培(pei)訓(xun)(xun)質量。企業(ye)(ye)和職業(ye)(ye)院校將充(chong)分發揮培(pei)訓(xun)(xun)殘疾(ji)(ji)人(ren)的主(zhu)體和骨干作(zuo)用,依托(tuo)殘疾(ji)(ji)人(ren)有就(jiu)業(ye)(ye)意向的用人(ren)單位、專業(ye)(ye)培(pei)訓(xun)(xun)機構(gou)開展“師帶徒”及定崗式(shi)培(pei)訓(xun)(xun),采取階段式(shi)付(fu)(fu)費辦法,逐步(bu)形成按培(pei)訓(xun)(xun)效(xiao)果付(fu)(fu)費,將就(jiu)業(ye)(ye)轉化率作(zuo)為付(fu)(fu)費依據(ju)的付(fu)(fu)費模式(shi),進(jin)一步(bu)提(ti)升(sheng)(sheng)資金使(shi)用效(xiao)率。
此外,對推薦就(jiu)業(ye)(ye)年齡段未就(jiu)業(ye)(ye)殘(can)疾人(ren)實現穩定就(jiu)業(ye)(ye)一(yi)(yi)年以(yi)上(shang)、簽訂勞動(dong)合同、按(an)月支付不低于當地(di)最低工(gong)資(zi)標準(zhun)工(gong)資(zi)報(bao)酬并繳納社(she)會保險的就(jiu)業(ye)(ye)服務平(ping)臺(tai)、殘(can)疾人(ren)就(jiu)業(ye)(ye)創業(ye)(ye)網絡服務平(ping)臺(tai),根據實現新增就(jiu)業(ye)(ye)人(ren)數,泰安市將按(an)照每人(ren)不高于上(shang)年度當地(di)社(she)會平(ping)均工(gong)資(zi)1%的標準(zhun)給予(yu)一(yi)(yi)次性獎勵(li)。
