瑯琊區人社局堅持就業優先,狠抓穩就業舉措落實

今年以(yi)來,瑯琊區人社局堅(jian)持就(jiu)(jiu)業優先,狠抓穩就(jiu)(jiu)業舉措(cuo)落(luo)(luo)實,前(qian)9個月(yue)城(cheng)鎮(zhen)新增就(jiu)(jiu)業累(lei)計(ji)1.4萬余人,城(cheng)鎮(zhen)調查失(shi)業率從2月(yue)份的高點逐步回(hui)落(luo)(luo),但當(dang)前(qian)保就(jiu)(jiu)業仍面臨很大壓力。

一、繼續保市場主體、穩就業崗位

1、落實疫(yi)情期(qi)間小微企業增崗補貼政策

對新(xin)增就業崗位的小微(wei)企(qi)業,根據新(xin)簽訂12個(ge)月(yue)以上勞動合同的人(ren)員數量,由就業補助資金按(an)照每(mei)人(ren)1000元的標(biao)準給(gei)予一(yi)次性補貼。發放24家企(qi)業的補貼共計8.4萬元。

2、對省(sheng)確(que)定(ding)的重點(dian)疫情(qing)防控物資生產企業九華藥(yao)業開展幫扶工(gong)作

落實200元每人(ren)次(ci)的標準(zhun)給予就業補貼,共發放補貼11.24萬元,涉及562人(ren)次(ci)。

3、發(fa)放一次性穩定就(jiu)業補貼

對防疫期間(jian)正常生(sheng)產(chan)穩定(ding)就(jiu)業(ye)(ye)(ye)崗位的(de)(de)戰略(lve)性新興(xing)產(chan)業(ye)(ye)(ye)和制造業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)中(zhong)的(de)(de)中(zhong)小(xiao)微企(qi)業(ye)(ye)(ye)、商貿流通、交通運輸重點企(qi)業(ye)(ye)(ye)給予不超(chao)過(guo)50萬(wan)元的(de)(de)一(yi)次穩定(ding)就(jiu)業(ye)(ye)(ye)補貼(tie),向(xiang)27家企(qi)業(ye)(ye)(ye)發放300萬(wan)元的(de)(de)穩定(ding)就(jiu)業(ye)(ye)(ye)補貼(tie)。

4、認真貫徹(che)落(luo)實我(wo)省企(qi)業社(she)會保險(xian)費免減緩政策,及時退(tui)回(hui)已繳納2月全額征收社(she)保費應減免單位繳費金額

我局3月底(di)退回799 個單(dan)位養老(lao)保(bao)(bao)險費433.61萬元(yuan),766個單(dan)位失業保(bao)(bao)險費14.04萬元(yuan),799企業社保(bao)(bao)費447.65萬元(yuan)。同時(shi)及時(shi)核實參保(bao)(bao)企業類型(xing),按規定編制3-4月減免的征繳計劃傳送(song)稅務(wu)系統。

5、徹落實上(shang)級社保費(fei)減免政策

自2月(yue)起免收我(wo)區(qu) 1233 個中小微企(qi)業(ye)(ye)單位部(bu)(bu)分(fen)(fen)社(she)保(bao)費(fei)(fei),減半征收165 個大型企(qi)業(ye)(ye)及(ji)民辦非企(qi)業(ye)(ye)(不含(han)機關事業(ye)(ye)單位)等社(she)會團(tuan)體單位部(bu)(bu)分(fen)(fen)社(she)保(bao)費(fei)(fei),惠(hui)及(ji)職工(gong)14750名,2-5月(yue)累計減免1398個參保(bao)企(qi)業(ye)(ye)基本(ben)養(yang)老保(bao)險費(fei)(fei)單位繳費(fei)(fei)部(bu)(bu)分(fen)(fen)3908萬元(yuan)(yuan)、失業(ye)(ye)保(bao)險費(fei)(fei)134萬元(yuan)(yuan)、工(gong)傷保(bao)險88萬元(yuan)(yuan)費(fei)(fei),共計4130萬元(yuan)(yuan)。為推(tui)動我(wo)區(qu)企(qi)業(ye)(ye)有(you)序(xu)復(fu)工(gong)復(fu)產(chan),支持穩定和擴大就業(ye)(ye)創造了有(you)利條件。

二、突出抓好重點群體就業

(一(yi))保障成規模、成批次農民工(gong)有序返(fan)崗(gang)

因(yin)我區(qu)(qu)位(wei)于滁(chu)(chu)州市(shi)(shi)主(zhu)城區(qu)(qu),農業(ye)(ye)(ye)(ye)(ye)戶籍人(ren)員偏少,不存在成規模、成批(pi)次農民工(gong)(gong)(gong)(gong)外出(chu)(chu)情(qing)況。為及(ji)時掌握外出(chu)(chu)務工(gong)(gong)(gong)(gong)返鄉(xiang)(xiang)人(ren)員就業(ye)(ye)(ye)(ye)(ye)情(qing)況,我局牽頭制(zhi)定了(le)《瑯琊區(qu)(qu)農民工(gong)(gong)(gong)(gong)集中回流幫(bang)(bang)扶工(gong)(gong)(gong)(gong)作預案》,建立健全(quan)了(le)區(qu)(qu)、街(jie)道、社區(qu)(qu)(村)三級公共(gong)就業(ye)(ye)(ye)(ye)(ye)幫(bang)(bang)扶機制(zhi),統(tong)(tong)籌組(zu)織、協助8個街(jie)道所(suo)做好(hao)外出(chu)(chu)務工(gong)(gong)(gong)(gong)人(ren)員的調查(cha)摸底(di)統(tong)(tong)計(ji)工(gong)(gong)(gong)(gong)作,將(jiang)返鄉(xiang)(xiang)人(ren)員的就業(ye)(ye)(ye)(ye)(ye)情(qing)況、回鄉(xiang)(xiang)總(zong)量、從湖北省務工(gong)(gong)(gong)(gong)返鄉(xiang)(xiang)人(ren)員等信(xin)(xin)(xin)息進行統(tong)(tong)計(ji),再(zai)根據調查(cha)摸底(di)情(qing)況實行有效對接和精準幫(bang)(bang)扶,全(quan)區(qu)(qu)外出(chu)(chu)務工(gong)(gong)(gong)(gong)農民工(gong)(gong)(gong)(gong)有0.98萬人(ren),返鄉(xiang)(xiang)共(gong)有0.56萬人(ren),經(jing)統(tong)(tong)計(ji)約300人(ren)因(yin)疫情(qing)影(ying)響無法返崗(gang)并愿意在當地尋找工(gong)(gong)(gong)(gong)作。今年2月以來我局通(tong)過(guo)區(qu)(qu)政府網站、滁(chu)(chu)州招(zhao)聘網網站廣泛發(fa)(fa)布(bu)招(zhao)聘信(xin)(xin)(xin)息,將(jiang)印制(zhi)好(hao)的200份企業(ye)(ye)(ye)(ye)(ye)缺工(gong)(gong)(gong)(gong)信(xin)(xin)(xin)息海報、200份E滁(chu)(chu)州專場(chang)招(zhao)聘會(hui)二維(wei)碼、3000份缺工(gong)(gong)(gong)(gong)信(xin)(xin)(xin)息小冊子,送至各個街(jie)道、社區(qu)(qu)、小區(qu)(qu)門口張貼,方便居(ju)家求(qiu)職人(ren)員了(le)解(jie)招(zhao)聘信(xin)(xin)(xin)息。群發(fa)(fa)企業(ye)(ye)(ye)(ye)(ye)缺工(gong)(gong)(gong)(gong)信(xin)(xin)(xin)息短(duan)信(xin)(xin)(xin)16800條。多(duo)次通(tong)過(guo)購買(mai)服務的方式(shi)委(wei)托E滁(chu)(chu)州連續(xu)10日舉(ju)辦“瑯琊區(qu)(qu)企業(ye)(ye)(ye)(ye)(ye)線上專場(chang)招(zhao)聘會(hui)”,31家企業(ye)(ye)(ye)(ye)(ye)參(can)與招(zhao)聘,提供崗(gang)位(wei)900余個,市(shi)(shi)直(zhi)園區(qu)(qu)企業(ye)(ye)(ye)(ye)(ye)參(can)加招(zhao)聘190家,提供崗(gang)位(wei)超過(guo)5000個。

(二)加大對高校畢業生等重點群(qun)體的(de)幫(bang)扶(fu)力度(du)

1、促(cu)進(jin)高校畢業(ye)生(sheng)多渠道(dao)就業(ye)

一是(shi)促進高(gao)校畢(bi)(bi)業(ye)(ye)(ye)生到(dao)(dao)小微(wei)企業(ye)(ye)(ye)就(jiu)業(ye)(ye)(ye)。對與離校兩年內未就(jiu)業(ye)(ye)(ye)高(gao)校畢(bi)(bi)業(ye)(ye)(ye)生簽訂(ding)6個(ge)月以上勞動(dong)合(he)(he)同,按(an)規定(ding)繳(jiao)納社會(hui)(hui)保險費的(de)小微(wei)企業(ye)(ye)(ye),給予社會(hui)(hui)保險補貼(tie),已(yi)發放(fang)2020年補貼(tie)3.9萬元;對畢(bi)(bi)業(ye)(ye)(ye)年度高(gao)校畢(bi)(bi)業(ye)(ye)(ye)生到(dao)(dao)小微(wei)企業(ye)(ye)(ye)就(jiu)業(ye)(ye)(ye),并簽訂(ding)6個(ge)月以上勞動(dong)合(he)(he)同,給予高(gao)校畢(bi)(bi)業(ye)(ye)(ye)生3000元的(de)一次(ci)性就(jiu)業(ye)(ye)(ye)補貼(tie),目前已(yi)發放(fang)一次(ci)性就(jiu)業(ye)(ye)(ye)補貼(tie)1.5萬元。

二是開(kai)發見習崗(gang)位,提升就(jiu)業(ye)能(neng)力。今年(nian)因為疫(yi)情原因,增(zeng)加了(le)72個(ge)政(zheng)府(fu)機關、事業(ye)單位就(jiu)業(ye)見習崗(gang)位,受到了(le)大學生(sheng)(sheng)們的青睞(lai),我(wo)區(qu)從6月開(kai)始,在全區(qu)政(zheng)府(fu)機關和(he)事業(ye)單位征集崗(gang)位,同時向2020年(nian)高校畢業(ye)生(sheng)(sheng)群發短信(xin),經過(guo)快速匹配,短短2個(ge)月就(jiu)安排高校畢業(ye)生(sheng)(sheng)51人在崗(gang)。目前共支付(fu)見習補貼12.56萬元。。

(三(san))加大對(dui)就(jiu)業困難人員等(deng)重點群體幫扶力(li)度

1、加大(da)對就業困難(nan)人員的就業援助(zhu)力(li)度

鼓勵圍繞補(bu)齊民生短板拓展公益性崗位(wei)。對從事公益性崗位(wei)政(zheng)策期(qi)(qi)滿仍未實現(xian)穩定就(jiu)業的,政(zheng)策享受期(qi)(qi)限可(ke)延長1年(nian)(nian),目前(qian)已有5人(ren)申請(qing)延期(qi)(qi)一(yi)年(nian)(nian)。對就(jiu)業困難(nan)人(ren)員享受靈活(huo)就(jiu)業人(ren)員社保(bao)(bao)補(bu)貼期(qi)(qi)滿仍未實現(xian)穩定就(jiu)業的,靈活(huo)就(jiu)業社保(bao)(bao)補(bu)貼可(ke)延期(qi)(qi)一(yi)年(nian)(nian),目前(qian)已發放2020年(nian)(nian)1-8月(yue)社保(bao)(bao)補(bu)貼22.845萬元,惠(hui)及176人(ren)。

2、開發家門(men)口(kou)扶貧公益崗位(wei)

促(cu)進困(kun)難群(qun)眾(zhong)就(jiu)地就(jiu)業(ye)(ye)就(jiu)業(ye)(ye),2020年共開(kai)發(fa)(fa)(fa)29個崗位(wei),目前(qian)在(zai)崗24人,已發(fa)(fa)(fa)放(fang)補(bu)貼18.26萬元。同時利用光(guang)伏發(fa)(fa)(fa)電收益(yi)開(kai)發(fa)(fa)(fa)短期家門口輔助性公(gong)益(yi)崗位(wei)吸(xi)納貧困(kun)群(qun)眾(zhong)就(jiu)業(ye)(ye),目前(qian)已收到崗位(wei)申報84個。

3、動態調整就業困難人員認定標準

將受疫情影響(xiang)登記(ji)失業(ye)(ye)3個月(yue)以上(shang)零就(jiu)(jiu)業(ye)(ye)家(jia)庭成員和(he)大(da)齡就(jiu)(jiu)業(ye)(ye)困難(nan)人(ren)員,登記(ji)失業(ye)(ye)6個月(yue)以上(shang)享受最低生活保障(zhang)家(jia)庭的失業(ye)(ye)人(ren)員、失地失林人(ren)員、殘疾人(ren)、高校畢業(ye)(ye)生,以及登記(ji)失業(ye)(ye)9個月(yue)以上(shang)長期失業(ye)(ye)人(ren)員納(na)入就(jiu)(jiu)業(ye)(ye)困難(nan)人(ren)員幫(bang)扶(fu)范圍,實施就(jiu)(jiu)業(ye)(ye)援助。

4、多角度加大創業擔保(bao)貸款的貼息支持

截至目前,已累計(ji)發(fa)放(fang)(fang)創(chuang)業(ye)擔(dan)保(bao)(bao)貸款47筆,745萬元(yuan)(根據新的政策,對(dui)10萬元(yuan)以下貸款可(ke)以免擔(dan)保(bao)(bao),簡化審批手續(xu),受理至發(fa)放(fang)(fang)原則(ze)上(shang)壓(ya)縮在15個工(gong)作(zuo)日內,目前文件已下發(fa)),同時(shi)對(dui)返鄉(xiang)創(chuang)業(ye)的農(nong)民工(gong)首次創(chuang)辦小(xiao)微企業(ye),并(bing)穩定經(jing)營半(ban)年以上(shang)的創(chuang)業(ye)人員發(fa)放(fang)(fang)一次性(xing)創(chuang)業(ye)補貼5000元(yuan)。

三、更大釋放就業潛力,持續實施職業技能提升行動,壓實各方責任,鼓勵發展靈活就業,多措并舉增加崗位

截止目前城(cheng)(cheng)鎮(zhen)新增就(jiu)業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)數(shu)完(wan)(wan)(wan)成(cheng)(cheng)14898人(ren)(ren)(ren)(ren)(ren),完(wan)(wan)(wan)成(cheng)(cheng)任務(wu)(wu)(wu)數(shu)413%;城(cheng)(cheng)鎮(zhen)登記(ji)失業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)員(yuan)再就(jiu)業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)數(shu)1165人(ren)(ren)(ren)(ren)(ren),完(wan)(wan)(wan)成(cheng)(cheng)任務(wu)(wu)(wu)數(shu)258%;就(jiu)業(ye)(ye)(ye)(ye)困難人(ren)(ren)(ren)(ren)(ren)員(yuan)就(jiu)業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)數(shu)748人(ren)(ren)(ren)(ren)(ren),完(wan)(wan)(wan)成(cheng)(cheng)任務(wu)(wu)(wu)數(shu)340%。城(cheng)(cheng)鎮(zhen)失業(ye)(ye)(ye)(ye)率2.71%,失業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)員(yuan)在就(jiu)業(ye)(ye)(ye)(ye)率68%,就(jiu)業(ye)(ye)(ye)(ye)困難人(ren)(ren)(ren)(ren)(ren)員(yuan)幫(bang)扶就(jiu)業(ye)(ye)(ye)(ye)率95%;完(wan)(wan)(wan)成(cheng)(cheng)公益性崗(gang)位(wei)(wei)開發數(shu)300人(ren)(ren)(ren)(ren)(ren),在崗(gang)152人(ren)(ren)(ren)(ren)(ren);開發高(gao)校畢業(ye)(ye)(ye)(ye)生見習崗(gang)位(wei)(wei)357個(ge),在崗(gang)118人(ren)(ren)(ren)(ren)(ren);在崗(gang)高(gao)校畢業(ye)(ye)(ye)(ye)生基層特崗(gang)位(wei)(wei)數(shu)49人(ren)(ren)(ren)(ren)(ren);招工(gong)(gong)幫(bang)辦完(wan)(wan)(wan)成(cheng)(cheng)數(shu)2977人(ren)(ren)(ren)(ren)(ren),完(wan)(wan)(wan)成(cheng)(cheng)任務(wu)(wu)(wu)數(shu)85%。新增技能人(ren)(ren)(ren)(ren)(ren)才完(wan)(wan)(wan)成(cheng)(cheng)數(shu)770人(ren)(ren)(ren)(ren)(ren),其中(zhong)(zhong)高(gao)技能人(ren)(ren)(ren)(ren)(ren)才481(技師36人(ren)(ren)(ren)(ren)(ren)、高(gao)級工(gong)(gong)445人(ren)(ren)(ren)(ren)(ren))。開展補貼性職業(ye)(ye)(ye)(ye)技能培訓(xun)7092人(ren)(ren)(ren)(ren)(ren),其中(zhong)(zhong)企業(ye)(ye)(ye)(ye)新錄用人(ren)(ren)(ren)(ren)(ren)員(yuan)崗(gang)前培訓(xun)4890人(ren)(ren)(ren)(ren)(ren),新型學(xue)徒制(zhi)培養(yang)50人(ren)(ren)(ren)(ren)(ren)。
