聚焦強保(bao)障,在完善(shan)社會保(bao)險(xian)(xian)體系上(shang)攻堅突破。持續擴(kuo)(kuo)大(da)保(bao)障范圍(wei),突出中小企業(ye)、新業(ye)態從業(ye)人(ren)員和靈活就業(ye)人(ren)員等重點,實施(shi)全民參保(bao)計劃擴(kuo)(kuo)面專項行動(dong)。完善(shan)社會保(bao)險(xian)(xian)制度,推動(dong)實施(shi)企業(ye)養(yang)老保(bao)險(xian)(xian)基(ji)(ji)(ji)金(jin)(jin)省(sheng)級(ji)統(tong)收(shou)統(tong)支,健全基(ji)(ji)(ji)金(jin)(jin)缺口(kou)責任分擔(dan)機制,構建多級(ji)審(shen)核基(ji)(ji)(ji)金(jin)(jin)監(jian)督機制,確保(bao)社保(bao)基(ji)(ji)(ji)金(jin)(jin)安全。穩步(bu)提(ti)(ti)升保(bao)障能力和待(dai)遇水平,繼續調整提(ti)(ti)高(gao)企業(ye)退休人(ren)員養(yang)老金(jin)(jin)水平,提(ti)(ti)高(gao)居民基(ji)(ji)(ji)本(ben)養(yang)老保(bao)險(xian)(xian)待(dai)遇,基(ji)(ji)(ji)礎養(yang)老金(jin)(jin)由(you)每(mei)人(ren)每(mei)月118元提(ti)(ti)高(gao)到130元,65-74歲、75歲(含)以上(shang)居民由(you)每(mei)人(ren)每(mei)月130元分別提(ti)(ti)高(gao)到135元、140元。

聚焦保(bao)穩定,在構(gou)建和(he)諧勞(lao)動(dong)關系上攻堅突破。強化疫情期間勞(lao)動(dong)關系調處,加(jia)強企業用(yong)(yong)工(gong)指導服(fu)務,完善勞(lao)動(dong)關系雙方協調協商機(ji)制,穩妥化解(jie)疫情期間勞(lao)動(dong)爭議(yi)糾紛,堅決防止企業違規裁員(yuan)。完善勞(lao)動(dong)人事爭議(yi)多元化處理機(ji)制,推(tui)進立案登記制改革試點,積極探索要素式辦案方式,當期勞(lao)動(dong)爭議(yi)仲裁結案率(lv)達到93%以上。全面(mian)提升勞(lao)動(dong)保(bao)障監察執法(fa)(fa)效能,推(tui)廣(guang)應用(yong)(yong)省農民(min)工(gong)工(gong)資支付監管(guan)平臺(tai),落實重大勞(lao)動(dong)保(bao)障違法(fa)(fa)行為公布(bu)制度和(he)拖欠農民(min)工(gong)工(gong)資“黑名單(dan)”管(guan)理制度,加(jia)大勞(lao)動(dong)違法(fa)(fa)行為聯合懲戒力度,依法(fa)(fa)推(tui)進勞(lao)動(dong)保(bao)障監察機(ji)構(gou)全面(mian)履職,維護勞(lao)動(dong)者合法(fa)(fa)權益(yi)。
聚焦惠民生,在強化人(ren)(ren)社(she)公共服(fu)(fu)務(wu)(wu)(wu)(wu)上(shang)(shang)攻堅突破。深(shen)化“一窗(chuang)受理(li)(li)一次辦(ban)(ban)好”改(gai)革,實施全口徑流程再造(zao),推動人(ren)(ren)社(she)政務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)線上(shang)(shang)線下(xia)無縫銜接。加(jia)(jia)快智慧人(ren)(ren)社(she)政務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)平臺建(jian)設,開發應用綜(zong)窗(chuang)受理(li)(li)、協同(tong)審批(pi)、風(feng)險(xian)防控、電(dian)子監察、網上(shang)(shang)服(fu)(fu)務(wu)(wu)(wu)(wu)和(he)決策支持六大核心業(ye)務(wu)(wu)(wu)(wu)系統,加(jia)(jia)快推進人(ren)(ren)社(she)政務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)全程網辦(ban)(ban),確(que)保年內實現60%以上(shang)(shang)的群眾依申(shen)請(qing)服(fu)(fu)務(wu)(wu)(wu)(wu)事(shi)項(xiang)憑(ping)身份(fen)證(zheng)或社(she)保卡“一證(zheng)通辦(ban)(ban)”、90%以上(shang)(shang)的依申(shen)請(qing)服(fu)(fu)務(wu)(wu)(wu)(wu)事(shi)項(xiang)“網上(shang)(shang)辦(ban)(ban)”“掌上(shang)(shang)辦(ban)(ban)”。
