聚(ju)(ju)焦減(jian)負(fu)擔,在全(quan)(quan)(quan)力穩(wen)(wen)定(ding)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)局勢(shi)上(shang)攻堅突破。強化(hua)穩(wen)(wen)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)政(zheng)策(ce)扶持(chi)(chi),以全(quan)(quan)(quan)面落實市政(zheng)府穩(wen)(wen)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)28條意見為(wei)抓手(shou),綜(zong)合運(yun)用免、緩(huan)、返(fan)、補政(zheng)策(ce)手(shou)段,減(jian)輕企業(ye)(ye)(ye)負(fu)擔,多(duo)渠(qu)道開(kai)發(fa)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)崗位,保障企業(ye)(ye)(ye)復工(gong)達(da)產(chan)用工(gong)需求(qiu),努(nu)力把疫情對就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)的影響降到最低,確保實現(xian)年(nian)內城(cheng)鎮新增就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)10萬人(ren)以上(shang),就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)局勢(shi)保持(chi)(chi)總體穩(wen)(wen)定(ding)。突出重(zhong)點(dian)群(qun)體就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye),實施(shi)高校(xiao)畢業(ye)(ye)(ye)生集(ji)聚(ju)(ju)工(gong)程,開(kai)展困難群(qun)體就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)援助(zhu)行動(dong)(dong)(dong),強化(hua)線(xian)上(shang)招聘措施(shi),適時恢復現(xian)場招聘,拓(tuo)寬勞動(dong)(dong)(dong)者(zhe)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)渠(qu)道,促進年(nian)內吸納大(da)學生來濰就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)3萬人(ren),城(cheng)鎮“零(ling)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)”家庭實現(xian)動(dong)(dong)(dong)態消零(ling)。強化(hua)職業(ye)(ye)(ye)技能培(pei)訓(xun),深(shen)化(hua)“互聯網+職業(ye)(ye)(ye)培(pei)訓(xun)”改革,加快(kuai)將全(quan)(quan)(quan)市技工(gong)院校(xiao)、高職院校(xiao)全(quan)(quan)(quan)部納入(ru)職業(ye)(ye)(ye)技能培(pei)訓(xun)范(fan)(fan)圍(wei),組織培(pei)訓(xun)各類(lei)勞動(dong)(dong)(dong)者(zhe)10萬人(ren)以上(shang)。推進創(chuang)(chuang)(chuang)業(ye)(ye)(ye)帶動(dong)(dong)(dong)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye),探索推進“雙創(chuang)(chuang)(chuang)”示范(fan)(fan)綜(zong)合體建(jian)設(she),深(shen)化(hua)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)型示范(fan)(fan)鎮街(jie)、示范(fan)(fan)社區創(chuang)(chuang)(chuang)建(jian),舉辦第六屆濰坊創(chuang)(chuang)(chuang)業(ye)(ye)(ye)大(da)賽,充分激(ji)發(fa)創(chuang)(chuang)(chuang)新創(chuang)(chuang)(chuang)業(ye)(ye)(ye)活力。
聚焦(jiao)強保(bao)(bao)(bao)障,在完善(shan)社(she)會保(bao)(bao)(bao)險(xian)(xian)體系上攻堅突破。持續(xu)擴大保(bao)(bao)(bao)障范(fan)圍,突出中小企業、新業態從(cong)業人員(yuan)和(he)靈活就業人員(yuan)等重點(dian),實施全(quan)民(min)參保(bao)(bao)(bao)計劃(hua)擴面專項行動(dong)。完善(shan)社(she)會保(bao)(bao)(bao)險(xian)(xian)制(zhi)度,推動(dong)實施企業養老保(bao)(bao)(bao)險(xian)(xian)基金省級統收統支(zhi),健全(quan)基金缺口責任(ren)分擔機制(zhi),構(gou)建多級審核基金監(jian)督(du)機制(zhi),確保(bao)(bao)(bao)社(she)保(bao)(bao)(bao)基金安全(quan)。穩步(bu)提升保(bao)(bao)(bao)障能力(li)和(he)待(dai)遇水平,繼續(xu)調(diao)整提高企業退休人員(yuan)養老金水平,提高居民(min)基本養老保(bao)(bao)(bao)險(xian)(xian)待(dai)遇,基礎養老金由每(mei)人每(mei)月118元(yuan)(yuan)提高到130元(yuan)(yuan),65-74歲、75歲(含)以上居民(min)由每(mei)人每(mei)月130元(yuan)(yuan)分別提高到135元(yuan)(yuan)、140元(yuan)(yuan)。

聚焦保(bao)穩(wen)定,在(zai)構建和諧勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系上(shang)攻堅突破。強化(hua)疫情期(qi)間勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系調(diao)(diao)處(chu),加強企業用工指導服務(wu),完善勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系雙方協(xie)調(diao)(diao)協(xie)商機(ji)制,穩(wen)妥化(hua)解(jie)疫情期(qi)間勞(lao)(lao)(lao)(lao)動(dong)爭(zheng)議(yi)(yi)糾紛,堅決(jue)防(fang)止企業違規裁員。完善勞(lao)(lao)(lao)(lao)動(dong)人(ren)事爭(zheng)議(yi)(yi)多元(yuan)化(hua)處(chu)理(li)機(ji)制,推進立案登記制改革試點,積極探索要素式(shi)(shi)辦案方式(shi)(shi),當期(qi)勞(lao)(lao)(lao)(lao)動(dong)爭(zheng)議(yi)(yi)仲裁結案率(lv)達(da)到(dao)93%以上(shang)。全面(mian)提(ti)升勞(lao)(lao)(lao)(lao)動(dong)保(bao)障監(jian)察執法(fa)效能,推廣應用省農民工工資(zi)支付(fu)監(jian)管平臺,落(luo)實重大勞(lao)(lao)(lao)(lao)動(dong)保(bao)障違法(fa)行為公布制度和拖(tuo)欠農民工工資(zi)“黑名單(dan)”管理(li)制度,加大勞(lao)(lao)(lao)(lao)動(dong)違法(fa)行為聯(lian)合懲戒(jie)力度,依法(fa)推進勞(lao)(lao)(lao)(lao)動(dong)保(bao)障監(jian)察機(ji)構全面(mian)履職,維護勞(lao)(lao)(lao)(lao)動(dong)者合法(fa)權益。
聚焦惠民生,在強化人(ren)社(she)(she)(she)公共服(fu)務(wu)(wu)(wu)上(shang)(shang)(shang)攻堅突(tu)破。深化“一(yi)窗受理一(yi)次辦(ban)好”改革,實施全(quan)口(kou)徑流程再造,推(tui)動(dong)人(ren)社(she)(she)(she)政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)線上(shang)(shang)(shang)線下(xia)無縫(feng)銜接。加快智慧人(ren)社(she)(she)(she)政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平(ping)臺建設,開(kai)發應(ying)用綜窗受理、協同審(shen)批、風(feng)險防控、電子監察、網(wang)上(shang)(shang)(shang)服(fu)務(wu)(wu)(wu)和決策(ce)支持六大核心業務(wu)(wu)(wu)系統(tong),加快推(tui)進人(ren)社(she)(she)(she)政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)全(quan)程網(wang)辦(ban),確保(bao)(bao)年(nian)內實現60%以上(shang)(shang)(shang)的群眾依(yi)申請(qing)服(fu)務(wu)(wu)(wu)事(shi)項(xiang)憑身份證(zheng)或(huo)社(she)(she)(she)保(bao)(bao)卡“一(yi)證(zheng)通辦(ban)”、90%以上(shang)(shang)(shang)的依(yi)申請(qing)服(fu)務(wu)(wu)(wu)事(shi)項(xiang)“網(wang)上(shang)(shang)(shang)辦(ban)”“掌上(shang)(shang)(shang)辦(ban)”。
