聚焦減負擔,在全(quan)力(li)穩(wen)定就(jiu)業(ye)(ye)(ye)(ye)(ye)局勢上(shang)攻堅(jian)突破(po)。強(qiang)化(hua)穩(wen)就(jiu)業(ye)(ye)(ye)(ye)(ye)政(zheng)策扶持,以(yi)全(quan)面(mian)落實(shi)市政(zheng)府穩(wen)就(jiu)業(ye)(ye)(ye)(ye)(ye)28條意見為抓(zhua)手,綜合運用免(mian)、緩、返、補政(zheng)策手段,減輕企業(ye)(ye)(ye)(ye)(ye)負擔,多渠道(dao)開發(fa)就(jiu)業(ye)(ye)(ye)(ye)(ye)崗位,保障企業(ye)(ye)(ye)(ye)(ye)復工達產用工需求(qiu),努(nu)力(li)把疫情對就(jiu)業(ye)(ye)(ye)(ye)(ye)的影響降到最(zui)低,確保實(shi)現(xian)年內城鎮(zhen)新增就(jiu)業(ye)(ye)(ye)(ye)(ye)10萬(wan)人以(yi)上(shang),就(jiu)業(ye)(ye)(ye)(ye)(ye)局勢保持總體穩(wen)定。突出重點群(qun)體就(jiu)業(ye)(ye)(ye)(ye)(ye),實(shi)施(shi)高(gao)校(xiao)畢業(ye)(ye)(ye)(ye)(ye)生集(ji)聚工程,開展困難群(qun)體就(jiu)業(ye)(ye)(ye)(ye)(ye)援助行動(dong),強(qiang)化(hua)線上(shang)招(zhao)聘措施(shi),適時恢復現(xian)場招(zhao)聘,拓寬勞動(dong)者就(jiu)業(ye)(ye)(ye)(ye)(ye)渠道(dao),促進(jin)年內吸納大學生來濰就(jiu)業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)3萬(wan)人,城鎮(zhen)“零(ling)就(jiu)業(ye)(ye)(ye)(ye)(ye)”家庭實(shi)現(xian)動(dong)態消零(ling)。強(qiang)化(hua)職業(ye)(ye)(ye)(ye)(ye)技能培(pei)訓,深化(hua)“互(hu)聯網+職業(ye)(ye)(ye)(ye)(ye)培(pei)訓”改革,加快將全(quan)市技工院校(xiao)、高(gao)職院校(xiao)全(quan)部納入職業(ye)(ye)(ye)(ye)(ye)技能培(pei)訓范(fan)圍,組(zu)織培(pei)訓各類勞動(dong)者10萬(wan)人以(yi)上(shang)。推進(jin)創業(ye)(ye)(ye)(ye)(ye)帶動(dong)就(jiu)業(ye)(ye)(ye)(ye)(ye),探索推進(jin)“雙創”示范(fan)綜合體建(jian)設,深化(hua)創業(ye)(ye)(ye)(ye)(ye)型示范(fan)鎮(zhen)街、示范(fan)社區創建(jian),舉辦(ban)第六(liu)屆濰坊創業(ye)(ye)(ye)(ye)(ye)大賽,充分激(ji)發(fa)創新創業(ye)(ye)(ye)(ye)(ye)活力(li)。
聚(ju)焦強(qiang)保(bao)障,在(zai)完(wan)善(shan)社會保(bao)險體系上(shang)攻堅突(tu)破。持續(xu)擴大保(bao)障范圍,突(tu)出中(zhong)小企(qi)業、新(xin)業態從業人(ren)員和靈活就(jiu)業人(ren)員等重點,實(shi)施全(quan)民(min)(min)參保(bao)計劃擴面專項行動。完(wan)善(shan)社會保(bao)險制度,推動實(shi)施企(qi)業養(yang)老(lao)保(bao)險基(ji)金省級統(tong)收統(tong)支,健(jian)全(quan)基(ji)金缺口責任分擔機制,構(gou)建多級審核(he)基(ji)金監督機制,確保(bao)社保(bao)基(ji)金安全(quan)。穩步提(ti)升保(bao)障能力和待(dai)遇(yu)水平,繼續(xu)調整提(ti)高(gao)(gao)(gao)企(qi)業退休人(ren)員養(yang)老(lao)金水平,提(ti)高(gao)(gao)(gao)居民(min)(min)基(ji)本養(yang)老(lao)保(bao)險待(dai)遇(yu),基(ji)礎養(yang)老(lao)金由(you)每(mei)(mei)人(ren)每(mei)(mei)月118元(yuan)提(ti)高(gao)(gao)(gao)到130元(yuan),65-74歲、75歲(含(han))以上(shang)居民(min)(min)由(you)每(mei)(mei)人(ren)每(mei)(mei)月130元(yuan)分別提(ti)高(gao)(gao)(gao)到135元(yuan)、140元(yuan)。
聚(ju)焦(jiao)強支撐(cheng),在激發人(ren)(ren)才(cai)創(chuang)新活力上攻堅突破。完善靈活有效的引(yin)(yin)才(cai)機(ji)制,持續提升“才(cai)聚(ju)鳶都”品牌影(ying)響力,深入(ru)開展直通名校、專家(jia)(jia)博士(shi)濰坊行、專家(jia)(jia)服務(wu)基層等特(te)色引(yin)(yin)才(cai)活動(dong),推進國內人(ren)(ren)才(cai)工(gong)作站建(jian)設,加(jia)快引(yin)(yin)進聚(ju)集(ji)“高精尖(jian)缺”人(ren)(ren)才(cai)和創(chuang)新團隊,力爭年內引(yin)(yin)進碩士(shi)以(yi)上高層次人(ren)(ren)才(cai)3600人(ren)(ren)以(yi)上。加(jia)強專業技術人(ren)(ren)才(cai)隊伍建(jian)設,選拔第(di)三批(pi)濰坊市有突出(chu)貢獻(xian)中青年專家(jia)(jia),做(zuo)好國家(jia)(jia)政府特(te)殊津貼專家(jia)(jia)、百(bai)千萬人(ren)(ren)才(cai)工(gong)程、泰山產業領(ling)軍人(ren)(ren)才(cai)、省(sheng)“突貢專家(jia)(jia)”等高端人(ren)(ren)才(cai)項目選拔推薦工(gong)作。

聚焦保穩定,在(zai)構(gou)(gou)建和諧勞(lao)(lao)(lao)動(dong)關(guan)系上攻堅(jian)突破。強(qiang)化(hua)疫情期間勞(lao)(lao)(lao)動(dong)關(guan)系調處,加強(qiang)企(qi)業用工(gong)(gong)指導服務,完善勞(lao)(lao)(lao)動(dong)關(guan)系雙(shuang)方協(xie)調協(xie)商機制(zhi),穩妥化(hua)解疫情期間勞(lao)(lao)(lao)動(dong)爭議糾紛,堅(jian)決防止企(qi)業違規裁員。完善勞(lao)(lao)(lao)動(dong)人事爭議多元化(hua)處理(li)機制(zhi),推進立案登記(ji)制(zhi)改革試(shi)點,積(ji)極探索要素式辦(ban)案方式,當期勞(lao)(lao)(lao)動(dong)爭議仲裁結案率(lv)達(da)到93%以上。全(quan)面(mian)提升勞(lao)(lao)(lao)動(dong)保障監(jian)察(cha)執法效能,推廣應(ying)用省(sheng)農(nong)民(min)工(gong)(gong)工(gong)(gong)資支付監(jian)管(guan)平臺(tai),落實重大(da)勞(lao)(lao)(lao)動(dong)保障違法行(xing)為(wei)公(gong)布(bu)制(zhi)度和拖欠農(nong)民(min)工(gong)(gong)工(gong)(gong)資“黑名單”管(guan)理(li)制(zhi)度,加大(da)勞(lao)(lao)(lao)動(dong)違法行(xing)為(wei)聯合(he)懲戒力度,依法推進勞(lao)(lao)(lao)動(dong)保障監(jian)察(cha)機構(gou)(gou)全(quan)面(mian)履職,維護(hu)勞(lao)(lao)(lao)動(dong)者(zhe)合(he)法權益。
聚焦惠(hui)民(min)生,在強化人(ren)社(she)(she)公共服(fu)務(wu)(wu)上(shang)攻堅突破。深化“一(yi)窗(chuang)(chuang)受(shou)理(li)(li)一(yi)次辦好”改革,實(shi)施全口徑流程(cheng)再造,推動人(ren)社(she)(she)政務(wu)(wu)服(fu)務(wu)(wu)線上(shang)線下無縫銜接。加快智慧人(ren)社(she)(she)政務(wu)(wu)服(fu)務(wu)(wu)平臺(tai)建設,開發應用綜窗(chuang)(chuang)受(shou)理(li)(li)、協同審批(pi)、風險(xian)防控、電子(zi)監(jian)察、網上(shang)服(fu)務(wu)(wu)和決策支持六大核心業務(wu)(wu)系統,加快推進人(ren)社(she)(she)政務(wu)(wu)服(fu)務(wu)(wu)全程(cheng)網辦,確保(bao)(bao)年(nian)內(nei)實(shi)現60%以(yi)上(shang)的群眾依申請服(fu)務(wu)(wu)事項憑身份證或社(she)(she)保(bao)(bao)卡“一(yi)證通辦”、90%以(yi)上(shang)的依申請服(fu)務(wu)(wu)事項“網上(shang)辦”“掌上(shang)辦”。
