建行煙臺分行打造“一二三”工作,深化行業規范建設

自煙臺(tai)銀(yin)保監分局“行業規范建(jian)設深(shen)化年(nian)”活動通知下(xia)發(fa)以來,建(jian)行煙臺(tai)分行早(zao)動手、早(zao)謀劃、早(zao)布局,第(di)一時間制(zhi)定活動方案,打(da)造“一二三(san)”工作機(ji)制(zhi),全面開(kai)啟“行業規范建(jian)設深(shen)化年(nian)”新(xin)篇(pian)章。

明(ming)確“一(yi)(yi)條(tiao)主線”。堅持將“行業(ye)規范(fan)建設深(shen)(shen)化年”活動,有機嵌(qian)入(ru)打贏風險攻堅戰(zhan)、鞏固治亂成(cheng)果(guo)、回(hui)歸主業(ye)本源、實現高質(zhi)量發(fa)展(zhan)等各項工(gong)作,形成(cheng)一(yi)(yi)體(ti)(ti)推動、一(yi)(yi)體(ti)(ti)落實的有效工(gong)作機制,貫穿我行各項重(zhong)點工(gong)作始終。將“行業(ye)規范(fan)建設深(shen)(shen)化年”細化為55項具(ju)體(ti)(ti)工(gong)作任務(wu),明(ming)確責任部門及責任人(ren),實現有機銜接和貫通。

突出(chu)“兩個關(guan)鍵(jian)”。一是(shi)突出(chu)高(gao)管人(ren)(ren)(ren)員(yuan)的關(guan)鍵(jian)。高(gao)度重(zhong)視各級(ji)分(fen)支機構“一把手”的規范(fan)執(zhi)行情況,充分(fen)發揮其(qi)對基(ji)(ji)(ji)層(ceng)(ceng)員(yuan)工(gong)的表(biao)率作用(yong)和影響(xiang)力(li),通(tong)過以上率下,帶動(dong)從業人(ren)(ren)(ren)員(yuan)將合(he)規要求轉變為行動(dong)自覺。加強(qiang)對中高(gao)級(ji)管理(li)人(ren)(ren)(ren)員(yuan)黨(dang)紀、政(zheng)紀“雙重(zhong)約束”,嚴格落實(shi)被處(chu)罰黨(dang)員(yuan)信息(xi)通(tong)報機制。二是(shi)突出(chu)基(ji)(ji)(ji)層(ceng)(ceng)一線的關(guan)鍵(jian)。緊緊圍繞“三基(ji)(ji)(ji)工(gong)程”的主基(ji)(ji)(ji)調,做(zuo)實(shi)基(ji)(ji)(ji)礎、基(ji)(ji)(ji)本、基(ji)(ji)(ji)層(ceng)(ceng),打通(tong)基(ji)(ji)(ji)層(ceng)(ceng)一線傳導“神經末(mo)梢”,通(tong)過“地毯式”推進,確(que)保業務、崗位、職責(ze)、人(ren)(ren)(ren)員(yuan)“全覆(fu)蓋(gai)”,規范(fan)建設不留死角。

明(ming)確(que)“三(san)(san)個抓(zhua)(zhua)手(shou)”。一是抓(zhua)(zhua)牢制(zhi)(zhi)(zhi)度(du)(du)(du)(du)執行(xing)(xing)(xing)力(li)。全(quan)面(mian)排(pai)(pai)查“行(xing)(xing)(xing)業(ye)規(gui)(gui)(gui)(gui)(gui)范(fan)建設(she)年”活動開(kai)(kai)展以來制(zhi)(zhi)(zhi)度(du)(du)(du)(du)執行(xing)(xing)(xing)情況,找準(zhun)(zhun)短板弱項,完善(shan)優化(hua)(hua)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)規(gui)(gui)(gui)(gui)(gui)范(fan),確(que)保制(zhi)(zhi)(zhi)度(du)(du)(du)(du)科(ke)學(xue)合(he)理(li)可(ke)執行(xing)(xing)(xing),不斷鞏(gong)固(gu)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)建設(she)成果(guo),扎牢制(zhi)(zhi)(zhi)度(du)(du)(du)(du)“防(fang)火墻”。把制(zhi)(zhi)(zhi)度(du)(du)(du)(du)執行(xing)(xing)(xing)情況作(zuo)為檢驗活動效(xiao)(xiao)果(guo)的(de)重(zhong)要(yao)標準(zhun)(zhun),重(zhong)點(dian)發力(li)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)建設(she)、管(guan)理(li)責(ze)任(ren)、跟蹤評(ping)估(gu)、內部糾偏和(he)執行(xing)(xing)(xing)監(jian)督(du),形成系(xi)統化(hua)(hua)的(de)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)執行(xing)(xing)(xing)機(ji)制(zhi)(zhi)(zhi),確(que)保有部門落實、有部門督(du)促、有部門考(kao)(kao)核,推動“四大規(gui)(gui)(gui)(gui)(gui)范(fan)”落到實處。二是抓(zhua)(zhua)牢案(an)件(jian)(jian)防(fang)控機(ji)制(zhi)(zhi)(zhi)建設(she)。堅持(chi)(chi)健(jian)全(quan)案(an)防(fang)長效(xiao)(xiao)機(ji)制(zhi)(zhi)(zhi)與短期(qi)重(zhong)點(dian)懲治并重(zhong),對(dui)照《關于(yu)預(yu)(yu)防(fang)銀行(xing)(xing)(xing)業(ye)保險(xian)業(ye)從業(ye)人員金融違法犯罪的(de)指導(dao)意見(jian)》11個重(zhong)點(dian)領域和(he)《關于(yu)建立員工(gong)(gong)異常行(xing)(xing)(xing)為排(pai)(pai)查常態化(hua)(hua)工(gong)(gong)作(zuo)機(ji)制(zhi)(zhi)(zhi)的(de)通知(zhi)》八個方面(mian)開(kai)(kai)展員工(gong)(gong)行(xing)(xing)(xing)為排(pai)(pai)查,建立風(feng)險(xian)清單,案(an)件(jian)(jian)臺賬、壓實責(ze)任(ren),分(fen)類施策。持(chi)(chi)續完善(shan)案(an)件(jian)(jian)風(feng)險(xian)監(jian)測預(yu)(yu)警體系(xi),嚴格落實案(an)件(jian)(jian)風(feng)險(xian)信息報(bao)告制(zhi)(zhi)(zhi)度(du)(du)(du)(du),細化(hua)(hua)案(an)件(jian)(jian)責(ze)任(ren)追究體系(xi),強(qiang)(qiang)化(hua)(hua)壓力(li)傳導(dao)。三(san)(san)是抓(zhua)(zhua)牢合(he)規(gui)(gui)(gui)(gui)(gui)長效(xiao)(xiao)機(ji)制(zhi)(zhi)(zhi)建設(she)。研究制(zhi)(zhi)(zhi)定合(he)規(gui)(gui)(gui)(gui)(gui)培訓(xun)長期(qi)規(gui)(gui)(gui)(gui)(gui)劃,持(chi)(chi)續開(kai)(kai)展“一把手(shou)”講合(he)規(gui)(gui)(gui)(gui)(gui)、高(gao)層帶頭推合(he)規(gui)(gui)(gui)(gui)(gui)等(deng)活動,堅持(chi)(chi)自上而下深化(hua)(hua)合(he)規(gui)(gui)(gui)(gui)(gui)理(li)念(nian),增(zeng)強(qiang)(qiang)全(quan)員合(he)規(gui)(gui)(gui)(gui)(gui)經(jing)營、規(gui)(gui)(gui)(gui)(gui)范(fan)操作(zuo)的(de)自覺(jue)性。開(kai)(kai)展多(duo)樣化(hua)(hua)合(he)規(gui)(gui)(gui)(gui)(gui)宣導(dao),持(chi)(chi)續營造合(he)規(gui)(gui)(gui)(gui)(gui)文化(hua)(hua)濃厚氛圍,促進規(gui)(gui)(gui)(gui)(gui)范(fan)要(yao)求內化(hua)(hua)于(yu)心、外(wai)化(hua)(hua)于(yu)行(xing)(xing)(xing)。強(qiang)(qiang)化(hua)(hua)合(he)規(gui)(gui)(gui)(gui)(gui)考(kao)(kao)核結果(guo)運用,將合(he)規(gui)(gui)(gui)(gui)(gui)考(kao)(kao)核結果(guo)與績效(xiao)(xiao)考(kao)(kao)核、高(gao)管(guan)人員競(jing)聘結合(he)。在遵循規(gui)(gui)(gui)(gui)(gui)章制(zhi)(zhi)(zhi)度(du)(du)(du)(du)的(de)基礎上,鼓勵員工(gong)(gong)對(dui)流程、細節等(deng)進行(xing)(xing)(xing)再創(chuang)造,以創(chuang)新豐富(fu)合(he)規(gui)(gui)(gui)(gui)(gui)內涵,增(zeng)強(qiang)(qiang)合(he)規(gui)(gui)(gui)(gui)(gui)生(sheng)命力(li)。
