疫情期間,泰安市人社部門健(jian)全用(yong)工保(bao)障機(ji)制(zhi),搭建供需對接平臺,強化政策落實落地,“兩手”摸需求(qiu),“五招”促就業,“三式(shi)”強保(bao)障,為(wei)企業復工達產提供人力(li)資源支(zhi)撐(cheng)。
一(yi)手統計企業(ye)(ye)(ye)用(yong)工(gong)需(xu)求(qiu)(qiu)。發揮(hui)人社服務專員作(zuo)用(yong),開展(zhan)企業(ye)(ye)(ye)用(yong)工(gong)專項(xiang)調查,實行(xing)市、縣、鄉鎮(zhen)(街道)三級(ji)聯動,分(fen)級(ji)對接服務重點(dian)(dian)企業(ye)(ye)(ye)、重點(dian)(dian)項(xiang)目(mu)和中小企業(ye)(ye)(ye),摸清企業(ye)(ye)(ye)老員工(gong)返(fan)崗、新員工(gong)入(ru)職和用(yong)工(gong)需(xu)求(qiu)(qiu)情況。設計開發“碼上(shang)就業(ye)(ye)(ye)(復工(gong))”小程序(xu),依(yi)托社會(hui)保險(xian)網上(shang)申(shen)報平(ping)臺和短信(xin)點(dian)(dian)對點(dian)(dian)推送“碼上(shang)就業(ye)(ye)(ye)(復工(gong))”小程序(xu)鏈接,引(yin)導全(quan)市參保企業(ye)(ye)(ye)、個體工(gong)商(shang)戶(hu)登(deng)錄(lu)系統填報崗位缺工(gong)信(xin)息,引(yin)導企業(ye)(ye)(ye)登(deng)錄(lu)“泰(tai)山集結號”等網絡招(zhao)聘(pin)(pin)平(ping)臺參與復工(gong)企業(ye)(ye)(ye)專場招(zhao)聘(pin)(pin),登(deng)記、發布用(yong)工(gong)需(xu)求(qiu)(qiu)。
一(yi)手征集勞(lao)動者求(qiu)職(zhi)信(xin)(xin)息。面向城鄉(xiang)(xiang)勞(lao)動力,以社區(村(cun)(cun))為單位(wei),調(diao)動社區(村(cun)(cun))干(gan)部、駐村(cun)(cun)第一(yi)書記(ji)(ji)、網格員(yuan)、樓長(chang)等基層力量積(ji)(ji)極性,通過多種方式向城鄉(xiang)(xiang)居民發(fa)布求(qiu)職(zhi)渠道,征集求(qiu)職(zhi)意向。動員(yuan)市內各大人力資(zi)源(yuan)服務機構、職(zhi)業(ye)中介機構,共享所掌握的求(qiu)職(zhi)人員(yuan)信(xin)(xin)息,不(bu)斷挖(wa)掘人力資(zi)源(yuan)潛力,積(ji)(ji)極引(yin)導(dao)閑賦在(zai)家勞(lao)動力進行(xing)登記(ji)(ji)求(qiu)職(zhi)。依托人社公益短信(xin)(xin)平臺,精準發(fa)送點(dian)對點(dian)手機短信(xin)(xin),動員(yuan)登記(ji)(ji)失業(ye)人員(yuan)、駐泰高校(技工院校)畢業(ye)生(sheng)登陸招(zhao)聘網或“泰山集結號(hao)”登記(ji)(ji)求(qiu)職(zhi)信(xin)(xin)息,引(yin)導(dao)其留(liu)泰就(jiu)業(ye)。
“五招”促就業 保用工
搭建平臺促招(zhao)(zhao)聘。引導(dao)廣大城鄉勞動者通(tong)過(guo)“泰(tai)(tai)山集結號”平臺、“碼上就(jiu)(jiu)業(ye)(復工)”程序、“泰(tai)(tai)安招(zhao)(zhao)聘網(wang)”“山東公共招(zhao)(zhao)聘網(wang)”等渠道(dao)選擇意向(xiang)崗位。1月23日(ri)(ri)(ri)(ri),“春風行(xing)動”線上招(zhao)(zhao)聘活動啟動;2月21日(ri)(ri)(ri)(ri)—4月30日(ri)(ri)(ri)(ri)舉(ju)(ju)辦“才入泰(tai)(tai)安”高(gao)校行(xing)線上引才活動;3月4日(ri)(ri)(ri)(ri)—27日(ri)(ri)(ri)(ri)舉(ju)(ju)辦復工企業(ye)網(wang)絡(luo)專(zhuan)(zhuan)場(chang)(chang)招(zhao)(zhao)聘會(hui)(hui);3月5日(ri)(ri)(ri)(ri)—8日(ri)(ri)(ri)(ri),聯(lian)(lian)合(he)市(shi)婦聯(lian)(lian)、市(shi)女企業(ye)家協(xie)會(hui)(hui)舉(ju)(ju)辦慶“三八(ba)”婦女專(zhuan)(zhuan)場(chang)(chang)網(wang)絡(luo)招(zhao)(zhao)聘會(hui)(hui)。3月9日(ri)(ri)(ri)(ri)-28日(ri)(ri)(ri)(ri),聯(lian)(lian)合(he)市(shi)退役軍人(ren)事務管理(li)局舉(ju)(ju)辦退役軍人(ren)網(wang)絡(luo)專(zhuan)(zhuan)場(chang)(chang)招(zhao)(zhao)聘會(hui)(hui)。3月16日(ri)(ri)(ri)(ri)-4月10日(ri)(ri)(ri)(ri),聯(lian)(lian)合(he)團市(shi)委舉(ju)(ju)辦泰(tai)(tai)安市(shi)青鳥計劃網(wang)絡(luo)專(zhuan)(zhuan)場(chang)(chang)招(zhao)(zhao)聘會(hui)(hui)。3月23日(ri)(ri)(ri)(ri)-4月3日(ri)(ri)(ri)(ri),舉(ju)(ju)辦泰(tai)(tai)安市(shi)魯渝(yu)勞務協(xie)作網(wang)絡(luo)專(zhuan)(zhuan)場(chang)(chang)招(zhao)(zhao)聘會(hui)(hui)。截(jie)至3月26日(ri)(ri)(ri)(ri),全市(shi)累計2246家企業(ye)參與(yu)招(zhao)(zhao)聘,提供就(jiu)(jiu)業(ye)崗位33906個,7162名(ming)求職(zhi)(zhi)者參與(yu)求職(zhi)(zhi),達成就(jiu)(jiu)業(ye)意向(xiang)3454人(ren)。
聯合中(zhong)介拓渠道。積極協調市(shi)人力(li)資(zi)源協會,組織發動(dong)全市(shi)大型人力(li)資(zi)源服(fu)務(wu)(wu)機構(gou)、職(zhi)業(ye)(ye)(ye)(ye)中(zhong)介機構(gou),通(tong)過本地挖潛、余(yu)缺調劑、靈活用工(gong)(gong)和(he)勞務(wu)(wu)派遣等(deng)方式,滿足企業(ye)(ye)(ye)(ye)階段性(xing)用工(gong)(gong)急需。與萬寶(bao)盛(sheng)華、前程似錦(jin)等(deng)人力(li)資(zi)源服(fu)務(wu)(wu)機構(gou)、獵頭公司、職(zhi)業(ye)(ye)(ye)(ye)中(zhong)介組織建(jian)立合作關系,多渠道、多形式推(tui)送招聘、求職(zhi)意(yi)愿(yuan),對介紹技(ji)(ji)能型人才(cai)和(he)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)工(gong)(gong)院校、高校畢業(ye)(ye)(ye)(ye)生就(jiu)業(ye)(ye)(ye)(ye)的中(zhong)介機構(gou),按(an)每(mei)人120元標準給予職(zhi)業(ye)(ye)(ye)(ye)介紹補貼。截至3月26日,通(tong)過勞務(wu)(wu)派遣形式為(wei)企業(ye)(ye)(ye)(ye)解決急缺用工(gong)(gong)700余(yu)人。
專(zhuan)員(yuan)(yuan)推介優(you)服(fu)(fu)務(wu)(wu)。印發(fa)《關(guan)于(yu)在全市人(ren)(ren)(ren)社(she)系統(tong)(tong)集(ji)中開展“企業(ye)(ye)用(yong)工(gong)(gong)(gong)專(zhuan)項服(fu)(fu)務(wu)(wu)行動(dong)(dong)”的通知》、《關(guan)于(yu)建(jian)立完(wan)善“1235人(ren)(ren)(ren)社(she)服(fu)(fu)務(wu)(wu)專(zhuan)員(yuan)(yuan)”工(gong)(gong)(gong)作(zuo)(zuo)機制的通知》,發(fa)動(dong)(dong)人(ren)(ren)(ren)社(she)系統(tong)(tong)干部職工(gong)(gong)(gong)服(fu)(fu)務(wu)(wu)企業(ye)(ye)復工(gong)(gong)(gong)用(yong)工(gong)(gong)(gong),全市共為(wei)1044家重(zhong)點企業(ye)(ye)(項目)配備170名人(ren)(ren)(ren)社(she)服(fu)(fu)務(wu)(wu)專(zhuan)員(yuan)(yuan)。發(fa)揮人(ren)(ren)(ren)社(she)服(fu)(fu)務(wu)(wu)專(zhuan)員(yuan)(yuan)、“四進(jin)”工(gong)(gong)(gong)作(zuo)(zuo)組作(zuo)(zuo)用(yong),深入企業(ye)(ye)、社(she)區(qu)(村)匯總統(tong)(tong)計企業(ye)(ye)、勞動(dong)(dong)者復工(gong)(gong)(gong)用(yong)工(gong)(gong)(gong)需(xu)求,經篩選比對后,精(jing)(jing)準(zhun)推薦匹配就業(ye)(ye)。通過88個(ge)基層(ceng)人(ren)(ren)(ren)社(she)所(suo)和3450家農商(shang)行網點等基層(ceng)平(ping)臺,及(ji)時(shi)、準(zhun)確(que)地向特(te)定勞動(dong)(dong)者推送普工(gong)(gong)(gong)招聘崗位4747個(ge),截至3月26日(ri),已(yi)為(wei)服(fu)(fu)務(wu)(wu)企業(ye)(ye)解決普工(gong)(gong)(gong)缺口2032人(ren)(ren)(ren)。精(jing)(jing)選2287個(ge)技能專(zhuan)業(ye)(ye)崗位,定向精(jing)(jing)準(zhun)推送至駐泰高校、技工(gong)(gong)(gong)院校對口專(zhuan)業(ye)(ye),成(cheng)功為(wei)企業(ye)(ye)吸納(na)緊缺人(ren)(ren)(ren)才970余人(ren)(ren)(ren)。
校(xiao)企(qi)(qi)結對(dui)搞合作。組(zu)織市內重點企(qi)(qi)業(ye)(ye),與駐泰高校(xiao)、技工(gong)(gong)院(yuan)校(xiao)開(kai)展校(xiao)企(qi)(qi)合作對(dui)接(jie)活動。組(zu)織實施高校(xiao)畢業(ye)(ye)生見(jian)(jian)習(xi)計劃(hua),增設一批(pi)見(jian)(jian)習(xi)基(ji)地(di),開(kai)發更多見(jian)(jian)習(xi)崗位,提供見(jian)(jian)習(xi)指導(dao)和(he)職業(ye)(ye)介紹,提升(sheng)見(jian)(jian)習(xi)匹(pi)配效率。截(jie)至3月25日,280家(jia)就業(ye)(ye)見(jian)(jian)習(xi)基(ji)地(di)提供就業(ye)(ye)見(jian)(jian)習(xi)崗位1200余個,參加(jia)就業(ye)(ye)見(jian)(jian)習(xi)人數700余人。落實省人社廳《關于做好(hao)技工(gong)(gong)院(yuan)校(xiao)學生工(gong)(gong)作助力(li)企(qi)(qi)業(ye)(ye)復工(gong)(gong)復產的(de)通知》要求(qiu),組(zu)織市內3所(suo)技工(gong)(gong)院(yuan)校(xiao)283名學生到大型企(qi)(qi)業(ye)(ye)頂崗實習(xi),緩解疫(yi)情期間企(qi)(qi)業(ye)(ye)用(yong)工(gong)(gong)緊張問題(ti)。
線(xian)(xian)上(shang)培(pei)(pei)(pei)訓(xun)提技(ji)能(neng)。按照規定全面(mian)停(ting)止聚集性的線(xian)(xian)下職業(ye)技(ji)能(neng)培(pei)(pei)(pei)訓(xun)活動,理(li)論培(pei)(pei)(pei)訓(xun)轉到線(xian)(xian)上(shang)網絡平臺進行,擇優推(tui)薦一(yi)批線(xian)(xian)上(shang)培(pei)(pei)(pei)訓(xun)平臺供廣大勞(lao)動者選擇使用。制定出(chu)臺相(xiang)關補(bu)(bu)貼政策,動員組織有培(pei)(pei)(pei)訓(xun)意愿勞(lao)動者特別是農民(min)工(gong)、貧困(kun)人員等重(zhong)點群(qun)體積極參加(jia)技(ji)能(neng)線(xian)(xian)上(shang)理(li)論培(pei)(pei)(pei)訓(xun),培(pei)(pei)(pei)訓(xun)期間按照5元/學時標準給予(yu)生活費補(bu)(bu)貼。待疫情結束后(hou)再全面(mian)開展線(xian)(xian)下實(shi)操培(pei)(pei)(pei)訓(xun),實(shi)現技(ji)能(neng)勞(lao)動力儲備,促(cu)進勞(lao)動者就地就近(jin)就業(ye)。截至3月26日,共有6808名農民(min)工(gong)參加(jia)職業(ye)技(ji)能(neng)線(xian)(xian)上(shang)理(li)論培(pei)(pei)(pei)訓(xun)。
“三式”強保障 提質效
公共(gong)服(fu)(fu)務(wu)托底。加(jia)強企(qi)業(ye)用(yong)工(gong)(gong)和(he)勞(lao)動力動態監測,及時了解和(he)掌握企(qi)業(ye)崗位和(he)用(yong)工(gong)(gong)需(xu)求(qiu)的變化(hua)情(qing)況,準確(que)分析就(jiu)業(ye)形勢和(he)需(xu)求(qiu),提(ti)高服(fu)(fu)務(wu)針對(dui)(dui)性。依據求(qiu)職(zhi)勞(lao)動者就(jiu)業(ye)意愿和(he)能力素質,分級分類(lei)精準提(ti)供職(zhi)業(ye)介紹和(he)職(zhi)業(ye)指(zhi)導服(fu)(fu)務(wu)。強化(hua)調度指(zhi)導,定期召(zhao)開人(ren)社(she)服(fu)(fu)務(wu)專(zhuan)員對(dui)(dui)接企(qi)業(ye)用(yong)工(gong)(gong)需(xu)求(qiu)調度會(hui),從市(shi)層面統(tong)籌研究措施,確(que)保實時反饋,及時解決。通過分析利用(yong)“碼上就(jiu)業(ye)(復(fu)工(gong)(gong))”程序、人(ren)社(she)部(bu)點對(dui)(dui)點對(dui)(dui)接服(fu)(fu)務(wu)系統(tong)以及各相(xiang)關部(bu)門(men)共(gong)享的復(fu)工(gong)(gong)人(ren)員信息(xi),協同交(jiao)通運(yun)輸、衛生健康、公安等相(xiang)關部(bu)門(men),累計指(zhi)導發出運(yun)輸專(zhuan)車(che)294輛,“點對(dui)(dui)點”運(yun)送復(fu)工(gong)(gong)勞(lao)動者6700余人(ren)。
就業(ye)(ye)政(zheng)(zheng)策支撐。代(dai)市政(zheng)(zheng)府起草印發(fa)《關于積極應對新冠(guan)肺炎疫情做好穩就業(ye)(ye)工(gong)作(zuo)的(de)實(shi)(shi)施意見(jian)》,會(hui)同發(fa)改、工(gong)信、財政(zheng)(zheng)、扶(fu)貧等5部門單(dan)位聯(lian)合(he)出臺(tai)《泰安市應對疫情穩就業(ye)(ye)政(zheng)(zheng)策實(shi)(shi)施細則(ze)》,牽頭制(zhi)定(ding)《關于做好疫情防控期間企業(ye)(ye)用工(gong)保障(zhang)的(de)工(gong)作(zuo)方案》。全面梳(shu)理(li)各項(xiang)就業(ye)(ye)保障(zhang)政(zheng)(zheng)策,分類(lei)別、分群體編制(zhi)政(zheng)(zheng)策“大禮包”,充分發(fa)揮各類(lei)媒體作(zuo)用,采取(qu)多種形式加大宣(xuan)傳(chuan)。組織開展“五(wu)(wu)進五(wu)(wu)送”活動(dong)(dong)、“敲門”行動(dong)(dong)、政(zheng)(zheng)策落實(shi)(shi)服務落地專(zhuan)項(xiang)行動(dong)(dong),變(bian)“人找政(zheng)(zheng)策”為(wei)“政(zheng)(zheng)策找人”,改進工(gong)作(zuo)作(zuo)風(feng),深入基層(ceng)一線,瞄準(zhun)政(zheng)(zheng)策受惠群體,提升政(zheng)(zheng)策落實(shi)(shi)的(de)知曉度、普惠度和滿意度。
勞(lao)動保障(zhang)護航。建(jian)立人社(she)、工(gong)(gong)(gong)(gong)(gong)會、企(qi)業(ye)(ye)(ye)與企(qi)業(ye)(ye)(ye)家(jia)聯合會、工(gong)(gong)(gong)(gong)(gong)商聯等部(bu)門(men)聯絡員制(zhi)度(du),定期會商勞(lao)動關(guan)系(xi)情況,研究討論勞(lao)動關(guan)系(xi)領域存在的困難和(he)問題。指(zhi)導企(qi)業(ye)(ye)(ye)規范用(yong)工(gong)(gong)(gong)(gong)(gong)制(zhi)度(du),落實實名制(zhi)、工(gong)(gong)(gong)(gong)(gong)資專用(yong)賬戶管理制(zhi)度(du),采取(qu)調整(zheng)薪酬、輪崗(gang)輪休、縮短工(gong)(gong)(gong)(gong)(gong)時(shi)、在崗(gang)培訓等方式,穩定勞(lao)動關(guan)系(xi)和(he)工(gong)(gong)(gong)(gong)(gong)作崗(gang)位。加大農民工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資支(zhi)付監管平臺(tai)推廣應用(yong)力(li)度(du),組(zu)織開展清(qing)理欠(qian)薪專項檢查(cha),嚴肅查(cha)處拖欠(qian)工(gong)(gong)(gong)(gong)(gong)資案(an)件,確保農民工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資按時(shi)足額發放,防止(zhi)因拖欠(qian)工(gong)(gong)(gong)(gong)(gong)資引發的群體性事(shi)件和(he)極端事(shi)件。截至3月26日,全市共(gong)辦(ban)理各類勞(lao)動保障(zhang)舉報投訴案(an)件84件,督(du)導檢查(cha)用(yong)人單位405家(jia),為170人追(zhui)討工(gong)(gong)(gong)(gong)(gong)資待(dai)遇188萬余(yu)元。
