近(jin)日,山東省政(zheng)府印(yin)發《關于實行企業職工基(ji)(ji)本養老保險基(ji)(ji)金(jin)省級(ji)統(tong)收統(tong)支的意見》(以下簡稱《意見》),確定自2020年1月(yue)1日起,啟(qi)動企業養老保險基(ji)(ji)金(jin)省級(ji)統(tong)收統(tong)支,實現(xian)全省基(ji)(ji)金(jin)統(tong)一管(guan)理使用(yong)。同時,建立基(ji)(ji)金(jin)缺口責任的統(tong)籌分(fen)擔(dan)機制,明確省、市、縣三級(ji)政(zheng)府責任,確保離退休人員基(ji)(ji)本養老金(jin)按(an)時足額發放。
著眼全(quan)省養(yang)老(lao)保(bao)險(xian)政(zheng)(zheng)策統(tong)一(yi)(yi)(yi),《意見》著重對繳費(fei)政(zheng)(zheng)策、待(dai)遇計(ji)(ji)發和(he)調整政(zheng)(zheng)策作了進一(yi)(yi)(yi)步規定(ding)(ding)。統(tong)一(yi)(yi)(yi)繳費(fei)基數(shu)(shu)(shu)政(zheng)(zheng)策,各地統(tong)一(yi)(yi)(yi)以省測算公布的全(quan)省城鎮單(dan)(dan)位(wei)(wei)(wei)就業人(ren)員(yuan)平(ping)(ping)均(jun)工(gong)(gong)資(zi)(zi)(即全(quan)口徑平(ping)(ping)均(jun)工(gong)(gong)資(zi)(zi))核定(ding)(ding)個(ge)人(ren)繳費(fei)工(gong)(gong)資(zi)(zi)基數(shu)(shu)(shu)上下限。同(tong)時,對于(yu)個(ge)別市執(zhi)行(xing)(xing)的原口徑平(ping)(ping)均(jun)工(gong)(gong)資(zi)(zi)低于(yu)省全(quan)口徑平(ping)(ping)均(jun)工(gong)(gong)資(zi)(zi)的,可在(zai)三年內逐(zhu)步過(guo)渡(du)到位(wei)(wei)(wei),防止(zhi)繳費(fei)基數(shu)(shu)(shu)陡增(zeng)問(wen)題。統(tong)一(yi)(yi)(yi)單(dan)(dan)位(wei)(wei)(wei)繳費(fei)工(gong)(gong)資(zi)(zi)核定(ding)(ding)辦法,按照國家有關規定(ding)(ding),山東省自2020年起,統(tong)一(yi)(yi)(yi)按個(ge)人(ren)繳費(fei)基數(shu)(shu)(shu)之和(he)核定(ding)(ding)單(dan)(dan)位(wei)(wei)(wei)繳費(fei)基數(shu)(shu)(shu),將單(dan)(dan)位(wei)(wei)(wei)繳費(fei)基數(shu)(shu)(shu)保(bao)持在(zai)合理水平(ping)(ping)。統(tong)一(yi)(yi)(yi)待(dai)遇計(ji)(ji)發和(he)調整政(zheng)(zheng)策,要(yao)求各地嚴格執(zhi)行(xing)(xing)國家和(he)省統(tong)一(yi)(yi)(yi)政(zheng)(zheng)策,不(bu)得自行(xing)(xing)擴大(da)養(yang)老(lao)保(bao)險(xian)待(dai)遇統(tong)籌項目或提(ti)高標準,避免因政(zheng)(zheng)策不(bu)同(tong)造成(cheng)地區間(jian)待(dai)遇差距。
《意見》進(jin)(jin)一(yi)步明確(que)加強推進(jin)(jin)基(ji)(ji)(ji)(ji)(ji)金(jin)(jin)省級集中統(tong)一(yi)管理(li),確(que)定(ding)自2020年1月1日起,按照“收(shou)支兩條(tiao)線”規定(ding),對各(ge)市(shi)當期收(shou)支基(ji)(ji)(ji)(ji)(ji)金(jin)(jin)采取(qu)全(quan)額繳撥方(fang)式(shi),由(you)省級統(tong)收(shou)統(tong)支。即:全(quan)省各(ge)項(xiang)基(ji)(ji)(ji)(ji)(ji)金(jin)(jin)收(shou)入(ru)按期全(quan)額歸集至(zhi)省級社(she)會(hui)保障基(ji)(ji)(ji)(ji)(ji)金(jin)(jin)財政專戶(hu),全(quan)省各(ge)項(xiang)基(ji)(ji)(ji)(ji)(ji)金(jin)(jin)支出(chu)由(you)省級統(tong)一(yi)核定(ding)、統(tong)一(yi)撥付(fu)。對于(yu)各(ge)市(shi)2019年年底前的(de)歷史(shi)結余基(ji)(ji)(ji)(ji)(ji)金(jin)(jin),統(tong)一(yi)納入(ru)省級集中管理(li),分(fen)(fen)期分(fen)(fen)批歸集到(dao)省。通過將(jiang)全(quan)省基(ji)(ji)(ji)(ji)(ji)金(jin)(jin)集中到(dao)省級,實現統(tong)一(yi)調度使用,合理(li)均衡(heng)各(ge)市(shi)基(ji)(ji)(ji)(ji)(ji)金(jin)(jin)負擔,確(que)保足額彌補(bu)部分(fen)(fen)市(shi)基(ji)(ji)(ji)(ji)(ji)金(jin)(jin)缺口,堅(jian)決守住不發(fa)生養老金(jin)(jin)拖欠的(de)底線。
《意見》明確(que)要求建立基(ji)(ji)金(jin)(jin)缺口責任的統(tong)籌分(fen)擔(dan)(dan)機制,一方面(mian),明確(que)了基(ji)(ji)金(jin)(jin)缺口的分(fen)擔(dan)(dan)比例。自2020年(nian)起,對上年(nian)度基(ji)(ji)金(jin)(jin)收(shou)支(zhi)(zhi)出(chu)現缺口的市(shi),根(gen)據缺口數額,由全(quan)(quan)省(sheng)基(ji)(ji)金(jin)(jin)統(tong)籌解決70%左(zuo)右(you),有缺口的市(shi)按(an)30%左(zuo)右(you)進行分(fen)擔(dan)(dan)。另一方面(mian),創造性地(di)提出(chu):有關(guan)市(shi)分(fen)擔(dan)(dan)缺口的資(zi)金(jin)(jin),先(xian)按(an)其歷史結余50%的額度從全(quan)(quan)省(sheng)基(ji)(ji)金(jin)(jin)中列支(zhi)(zhi),不足部分(fen)由當地(di)政府負責籌集。市(shi)與縣(xian)(市(shi)、區)之間的分(fen)擔(dan)(dan)辦法,由各市(shi)政府確(que)定(ding)。《意見》規(gui)定(ding),以后將根(gen)據全(quan)(quan)省(sheng)基(ji)(ji)金(jin)(jin)收(shou)支(zhi)(zhi)情況,適時調整(zheng)分(fen)擔(dan)(dan)比例。
《意見》還(huan)對(dui)(dui)完善基(ji)金(jin)預算管(guan)理、促進基(ji)金(jin)收支平衡、加(jia)快推進信息系統建設、提(ti)升經辦(ban)管(guan)理服務(wu)水(shui)平等(deng),明確了(le)相關政策(ce)措(cuo)施(shi)。同時,對(dui)(dui)涉(she)及基(ji)金(jin)歸集、分擔機制(zhi)等(deng)問題,配(pei)套制(zhi)定了(le)具體實(shi)施(shi)辦(ban)法。省人(ren)力資(zi)源社會保(bao)障廳相關負(fu)責人(ren)介紹,實(shi)行基(ji)金(jin)省級統收統支后,全省基(ji)金(jin)收支總量并沒有(you)因此而發生變化(hua),不會增加(jia)參(can)保(bao)人(ren)員的繳(jiao)費負(fu)擔,更不會影(ying)響到參(can)保(bao)人(ren)員權益和退休人(ren)員待遇(yu)。
