為進一步(bu)發揮集(ji)體協(xie)商集(ji)體合同制(zhi)度(du)協(xie)調勞動(dong)關(guan)系的基礎性作(zuo)用,穩(wen)定就(jiu)(jiu)業(ye)崗位,促(cu)進企業(ye)發展,構建和(he)諧(xie)勞動(dong)關(guan)系,實現企業(ye)和(he)職工共商共建共創共享,省(sheng)協(xie)調勞動(dong)關(guan)系三方委員會(hui)研究決定,從2019年至(zhi)2021年,在全(quan)省(sheng)范(fan)圍內實施集(ji)體協(xie)商“穩(wen)就(jiu)(jiu)業(ye)促(cu)發展構和(he)諧(xie)”行(xing)動(dong)計(ji)劃(以下(xia)簡稱“行(xing)動(dong)計(ji)劃”)。
行(xing)(xing)動計劃明確(que),分類(lei)實施企業(ye)(ye)(ye)集體協(xie)商(shang)(shang),鼓勵生(sheng)產經營正常的(de)企業(ye)(ye)(ye),圍(wei)繞(rao)工(gong)(gong)(gong)(gong)資調(diao)整、獎(jiang)金(jin)分配、考核(he)獎(jiang)懲、勞(lao)動定額、休息休假、工(gong)(gong)(gong)(gong)時制度、職工(gong)(gong)(gong)(gong)福(fu)(fu)利費(fei)和教育(yu)經費(fei)使用、勞(lao)動保護(hu)、女(nv)職工(gong)(gong)(gong)(gong)特殊保護(hu)等(deng)進行(xing)(xing)協(xie)商(shang)(shang)。鼓勵和支持因產業(ye)(ye)(ye)轉型升級、結構(gou)調(diao)整和經貿摩擦(ca)等(deng)造成生(sheng)產經營困(kun)難或生(sheng)產經營方式重大(da)調(diao)整的(de)企業(ye)(ye)(ye),圍(wei)繞(rao)轉崗穩崗、輪崗休假、待崗培(pei)訓、工(gong)(gong)(gong)(gong)資福(fu)(fu)利、裁員方案等(deng)涉及職工(gong)(gong)(gong)(gong)利益調(diao)整的(de)重大(da)事項進行(xing)(xing)協(xie)商(shang)(shang)。鼓勵基礎較好的(de)企業(ye)(ye)(ye)建立(li)經常性的(de)溝通協(xie)商(shang)(shang)機制,開展多(duo)層次(ci)協(xie)商(shang)(shang),暢通職工(gong)(gong)(gong)(gong)訴求表達(da)渠道,努(nu)力解決(jue)企業(ye)(ye)(ye)及職工(gong)(gong)(gong)(gong)生(sheng)產生(sheng)活中的(de)困(kun)難和問題(ti)。
行(xing)(xing)(xing)動計(ji)劃(hua)提(ti)出,堅持以勞(lao)動密集(ji)型、中(zhong)小企業(ye)(ye)(ye)(ye)集(ji)中(zhong)的行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)(區(qu)域)作為重點(dian),聚焦企業(ye)(ye)(ye)(ye)和(he)職(zhi)工普遍(bian)關(guan)心的問題(ti),就(jiu)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)最低(di)工資標準、主(zhu)體(ti)(ti)(ti)工種指導價(jia)位、勞(lao)動定額、計(ji)件單價(jia)、勞(lao)動保護、休息休假、福利待(dai)遇等進行(xing)(xing)(xing)協(xie)(xie)商(shang)。鼓勵有條件的企業(ye)(ye)(ye)(ye)在(zai)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)集(ji)體(ti)(ti)(ti)協(xie)(xie)商(shang)的基礎(chu)上,開展(zhan)(zhan)企業(ye)(ye)(ye)(ye)集(ji)體(ti)(ti)(ti)協(xie)(xie)商(shang)。在(zai)環(huan)衛清(qing)潔等農民工集(ji)中(zhong)的行(xing)(xing)(xing)業(ye)(ye)(ye)(ye),通過(guo)開展(zhan)(zhan)集(ji)體(ti)(ti)(ti)協(xie)(xie)商(shang)建(jian)立(li)健全職(zhi)工工資正(zheng)常增長機制,推(tui)動低(di)收(shou)入(ru)群體(ti)(ti)(ti)收(shou)入(ru)合理增長。在(zai)快遞(di)、外賣(mai)、網約車等新業(ye)(ye)(ye)(ye)態領(ling)域行(xing)(xing)(xing)業(ye)(ye)(ye)(ye),通過(guo)探索確定協(xie)(xie)商(shang)主(zhu)體(ti)(ti)(ti)、創新協(xie)(xie)商(shang)模式開展(zhan)(zhan)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)集(ji)體(ti)(ti)(ti)協(xie)(xie)商(shang),簽訂行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)性集(ji)體(ti)(ti)(ti)合同(tong)或(huo)協(xie)(xie)議,明確行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)用工規范和(he)勞(lao)動標準。
通過行(xing)動(dong)(dong)計(ji)劃(hua),力(li)爭2021年實(shi)現(xian)已(yi)建(jian)工(gong)(gong)(gong)會的企業(ye)集體(ti)(ti)協商建(jian)制率動(dong)(dong)態保持在80%以上(shang),其(qi)中(zhong)規模(限額)以上(shang)已(yi)建(jian)工(gong)(gong)(gong)會的企業(ye)開(kai)展年度集體(ti)(ti)協商、簽訂(ding)工(gong)(gong)(gong)資(zi)專(zhuan)項集體(ti)(ti)合同保持在90%以上(shang),行(xing)業(ye)(區域)集體(ti)(ti)合同覆蓋職(zhi)工(gong)(gong)(gong)數達到300萬以上(shang),職(zhi)工(gong)(gong)(gong)利益(yi)訴(su)求表達渠道進一步暢通,企業(ye)和職(zhi)工(gong)(gong)(gong)獲得感(gan)、滿意度不斷提升。
