為進(jin)一步(bu)發(fa)揮集(ji)體協(xie)商(shang)集(ji)體合同制(zhi)度(du)協(xie)調勞(lao)動(dong)關系的(de)基礎性作用(yong),穩定(ding)就(jiu)業崗位,促(cu)進(jin)企(qi)業發(fa)展,構建和(he)諧勞(lao)動(dong)關系,實(shi)現企(qi)業和(he)職工共商(shang)共建共創共享,省(sheng)(sheng)協(xie)調勞(lao)動(dong)關系三方(fang)委員會研究決定(ding),從(cong)2019年(nian)至2021年(nian),在全(quan)省(sheng)(sheng)范圍內實(shi)施集(ji)體協(xie)商(shang)“穩就(jiu)業促(cu)發(fa)展構和(he)諧”行(xing)(xing)動(dong)計(ji)劃(以(yi)下簡稱“行(xing)(xing)動(dong)計(ji)劃”)。
行(xing)動計劃明確,分(fen)類實(shi)施企業集體協(xie)商(shang),鼓勵(li)生(sheng)產(chan)經(jing)(jing)營正常(chang)的企業,圍繞工(gong)資(zi)調(diao)整(zheng)、獎金分(fen)配、考核(he)獎懲、勞(lao)動定額、休(xiu)(xiu)息休(xiu)(xiu)假、工(gong)時制(zhi)(zhi)度、職(zhi)工(gong)福利(li)費(fei)和(he)教育經(jing)(jing)費(fei)使(shi)用、勞(lao)動保(bao)護、女職(zhi)工(gong)特殊保(bao)護等進(jin)行(xing)協(xie)商(shang)。鼓勵(li)和(he)支持(chi)因產(chan)業轉(zhuan)型升級、結構調(diao)整(zheng)和(he)經(jing)(jing)貿摩擦等造成(cheng)生(sheng)產(chan)經(jing)(jing)營困難或(huo)生(sheng)產(chan)經(jing)(jing)營方(fang)(fang)式重大調(diao)整(zheng)的企業,圍繞轉(zhuan)崗穩崗、輪崗休(xiu)(xiu)假、待(dai)崗培訓、工(gong)資(zi)福利(li)、裁員(yuan)方(fang)(fang)案等涉及職(zhi)工(gong)利(li)益調(diao)整(zheng)的重大事(shi)項進(jin)行(xing)協(xie)商(shang)。鼓勵(li)基礎(chu)較好的企業建立經(jing)(jing)常(chang)性的溝通協(xie)商(shang)機制(zhi)(zhi),開展多層次協(xie)商(shang),暢通職(zhi)工(gong)訴求表達渠(qu)道,努(nu)力(li)解決企業及職(zhi)工(gong)生(sheng)產(chan)生(sheng)活中的困難和(he)問題(ti)。
行(xing)(xing)(xing)(xing)動(dong)計劃提出,堅(jian)持以勞(lao)動(dong)密集(ji)(ji)(ji)型、中小企(qi)業(ye)(ye)(ye)集(ji)(ji)(ji)中的行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)(區域)作為重點,聚焦企(qi)業(ye)(ye)(ye)和(he)職(zhi)(zhi)工(gong)(gong)普遍(bian)關(guan)心的問題,就行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)最低(di)工(gong)(gong)資標準、主(zhu)體(ti)(ti)工(gong)(gong)種指導(dao)價位、勞(lao)動(dong)定(ding)額(e)、計件單價、勞(lao)動(dong)保護、休(xiu)息(xi)休(xiu)假、福(fu)利待遇等進行(xing)(xing)(xing)(xing)協(xie)(xie)商(shang)(shang)(shang)。鼓勵有(you)條件的企(qi)業(ye)(ye)(ye)在(zai)行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)集(ji)(ji)(ji)體(ti)(ti)協(xie)(xie)商(shang)(shang)(shang)的基礎上,開(kai)(kai)展企(qi)業(ye)(ye)(ye)集(ji)(ji)(ji)體(ti)(ti)協(xie)(xie)商(shang)(shang)(shang)。在(zai)環衛清潔等農民工(gong)(gong)集(ji)(ji)(ji)中的行(xing)(xing)(xing)(xing)業(ye)(ye)(ye),通過(guo)開(kai)(kai)展集(ji)(ji)(ji)體(ti)(ti)協(xie)(xie)商(shang)(shang)(shang)建(jian)立(li)健全職(zhi)(zhi)工(gong)(gong)工(gong)(gong)資正常增(zeng)長(chang)機制(zhi),推動(dong)低(di)收入(ru)群體(ti)(ti)收入(ru)合(he)理增(zeng)長(chang)。在(zai)快遞、外賣、網約車(che)等新業(ye)(ye)(ye)態領(ling)域行(xing)(xing)(xing)(xing)業(ye)(ye)(ye),通過(guo)探索確定(ding)協(xie)(xie)商(shang)(shang)(shang)主(zhu)體(ti)(ti)、創新協(xie)(xie)商(shang)(shang)(shang)模式開(kai)(kai)展行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)集(ji)(ji)(ji)體(ti)(ti)協(xie)(xie)商(shang)(shang)(shang),簽(qian)訂行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)性(xing)集(ji)(ji)(ji)體(ti)(ti)合(he)同或協(xie)(xie)議(yi),明確行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)用工(gong)(gong)規范(fan)和(he)勞(lao)動(dong)標準。
通過行(xing)動計劃,力爭2021年實現已(yi)建工(gong)(gong)會的(de)企(qi)業集體協商建制率動態保(bao)(bao)持(chi)在80%以(yi)上(shang),其中規模(限額)以(yi)上(shang)已(yi)建工(gong)(gong)會的(de)企(qi)業開展年度(du)集體協商、簽訂工(gong)(gong)資(zi)專項集體合同(tong)保(bao)(bao)持(chi)在90%以(yi)上(shang),行(xing)業(區域)集體合同(tong)覆蓋職(zhi)工(gong)(gong)數達(da)到(dao)300萬以(yi)上(shang),職(zhi)工(gong)(gong)利(li)益訴求表達(da)渠道進一步(bu)暢(chang)通,企(qi)業和職(zhi)工(gong)(gong)獲得感、滿意度(du)不(bu)斷提升。
