日前,山東(dong)(dong)省委辦公(gong)廳(ting)、省政府辦公(gong)廳(ting)印發《關于進一(yi)步(bu)提(ti)高全省技術工(gong)人待遇(yu)的(de)通知(zhi)》(下文簡稱(cheng)《通知(zhi)》)。《通知(zhi)》首次將高技能領軍(jun)人才納入(ru)高層次人才范(fan)圍,提(ti)出(chu)把山東(dong)(dong)省培養或引進的(de)“中華技能大(da)獎”獲得(de)者、享受(shou)國務院政府特殊津(jin)貼(tie)人員、全國技術能手、省級及(ji)以(yi)上勞(lao)(lao)動模范(fan)和全國五一(yi)勞(lao)(lao)動獎章獲得(de)者,泰山產業(ye)領軍(jun)人才(產業(ye)技能類)、齊(qi)魯首席(xi)技師(山東(dong)(dong)省首席(xi)技師)、齊(qi)魯工(gong)匠等項目(mu)入(ru)選者納入(ru)高層次人才范(fan)圍。
《通(tong)知》提出,政治待遇(yu)上(shang)(shang)(shang),加大(da)高技(ji)(ji)能(neng)(neng)領(ling)軍(jun)(jun)人(ren)(ren)才(cai)(cai)(cai)在工會、共(gong)青團、婦(fu)聯等群團組(zu)織(zhi)(zhi)掛職(zhi)和兼職(zhi)力度,縣級以上(shang)(shang)(shang)工會組(zu)織(zhi)(zhi)領(ling)導班(ban)子中要有一名(ming)高技(ji)(ji)能(neng)(neng)領(ling)軍(jun)(jun)人(ren)(ren)才(cai)(cai)(cai)掛職(zhi)或兼職(zhi);經濟待遇(yu)上(shang)(shang)(shang),在高技(ji)(ji)能(neng)(neng)領(ling)軍(jun)(jun)人(ren)(ren)才(cai)(cai)(cai)中每兩年選(xuan)(xuan)拔10人(ren)(ren),給予每人(ren)(ren)一次(ci)性獎勵30萬元,并推薦評選(xuan)(xuan)“中華技(ji)(ji)能(neng)(neng)大(da)獎”。社(she)(she)會待遇(yu)上(shang)(shang)(shang),為符合條件(jian)的高技(ji)(ji)能(neng)(neng)領(ling)軍(jun)(jun)人(ren)(ren)才(cai)(cai)(cai)頒發(fa)“山東惠(hui)才(cai)(cai)(cai)卡(ka)”,在購房(fang)、社(she)(she)保(bao)、醫(yi)療、公(gong)共(gong)服務等方面(mian)提供高層次(ci)人(ren)(ren)才(cai)(cai)(cai)綠(lv)色通(tong)道(dao)服務,將(jiang)符合住房(fang)保(bao)障條件(jian)的高技(ji)(ji)能(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)納入當(dang)地住房(fang)保(bao)障范圍。
《通知》強(qiang)調,建(jian)(jian)立符合技(ji)(ji)(ji)術工(gong)(gong)人特點的(de)企(qi)業(ye)工(gong)(gong)資分配制度。依法推進(jin)工(gong)(gong)資集體(ti)協商,指導企(qi)業(ye)建(jian)(jian)立基(ji)于崗(gang)位(wei)價值、能(neng)力素(su)質、業(ye)績貢(gong)獻的(de)工(gong)(gong)資分配制度,鼓勵企(qi)業(ye)在工(gong)(gong)資結構中設置體(ti)現技(ji)(ji)(ji)術技(ji)(ji)(ji)能(neng)價值的(de)工(gong)(gong)資單元和(he)技(ji)(ji)(ji)能(neng)津貼,對關鍵技(ji)(ji)(ji)術崗(gang)位(wei)、關鍵工(gong)(gong)序和(he)急需緊(jin)缺(que)的(de)技(ji)(ji)(ji)術工(gong)(gong)人實(shi)行靈(ling)活高效的(de)薪(xin)酬(chou)分配制度。
建立企(qi)(qi)業(ye)技術工(gong)人(ren)工(gong)資(zi)正常增(zeng)(zeng)長機制。國有及(ji)國有控股企(qi)(qi)業(ye)工(gong)資(zi)總額(e)分配要向高技能人(ren)才傾斜,高技能人(ren)才人(ren)均工(gong)資(zi)增(zeng)(zeng)幅應(ying)不低(di)于本單位(wei)管理人(ren)員人(ren)均工(gong)資(zi)增(zeng)(zeng)幅。
探索技(ji)術(shu)工人長效(xiao)激勵機制。制定企(qi)(qi)業(ye)(ye)技(ji)術(shu)工人技(ji)能要(yao)素和(he)創新成果按貢獻參(can)與分配辦法,推動優質項(xiang)目享受(shou)促進科技(ji)成果轉化的支持政策(ce)。鼓勵具備條件的企(qi)(qi)業(ye)(ye)為包括技(ji)術(shu)工人在內的職工建立企(qi)(qi)業(ye)(ye)年金和(he)企(qi)(qi)業(ye)(ye)補(bu)充醫(yi)療(liao)保(bao)險。企(qi)(qi)業(ye)(ye)在聘的高級(ji)技(ji)師,經協商一(yi)致(zhi)和(he)參(can)保(bao)地(di)人力(li)資(zi)源社(she)會保(bao)障部門批準(zhun),可延遲(chi)退休(xiu)。
《通(tong)知》要求,在人才(cai)評價制度(du)上(shang),打破年齡、學(xue)歷、資(zi)歷、身(shen)份、資(zi)格等限制,對解決重(zhong)大工藝(yi)技(ji)術難題和重(zhong)大質量問(wen)題、技(ji)術創新成果獲得省部級以上(shang)獎(jiang)項、“師帶徒”業(ye)(ye)績突出(chu)的技(ji)能(neng)(neng)人才(cai),可直接破格認定(ding)相應職業(ye)(ye)資(zi)格或(huo)技(ji)能(neng)(neng)等級。獲得“中華技(ji)能(neng)(neng)大獎(jiang)”和入(ru)選泰(tai)山產(chan)業(ye)(ye)領軍人才(cai)(產(chan)業(ye)(ye)技(ji)能(neng)(neng)類)的,可按(an)規定(ding)直接申(shen)報工程技(ji)術系(xi)列副高級職稱。
