山東博山:就業優先烘暖“民生溫度”

今(jin)年以來,淄博市博山(shan)區(qu)以“工作(zuo)落(luo)實(shi)(shi)年”為契機,深入(ru)貫徹(che)落(luo)實(shi)(shi)“一(yi)個統領、兩(liang)個突出、八項(xiang)重(zhong)點(dian)工作(zuo)”部署要求,實(shi)(shi)施就業(ye)優(you)先政策(ce),完(wan)善(shan)社會(hui)保(bao)障(zhang)體系,推進招才引智工作(zuo),強(qiang)化提升措施,保(bao)障(zhang)改善(shan)民生(sheng)。截至(zhi)目前,全區(qu)城鎮新增(zeng)就業(ye)2063人,同比(bi)增(zeng)加246人、增(zeng)長13.54%,城鎮登記失業(ye)率控(kong)制在3.34%。

該區(qu)始終堅持把實(shi)現高質(zhi)量就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)擺(bai)在經(jing)濟社會發展突出位置(zhi),貫(guan)徹(che)落實(shi)促(cu)進(jin)(jin)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)再就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)各項(xiang)優(you)惠政(zheng)策,強化政(zheng)府促(cu)進(jin)(jin)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)目標責任體系(xi),全區(qu)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)形勢保持穩定(ding)。實(shi)施(shi)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)促(cu)進(jin)(jin)計(ji)劃(hua),統籌開(kai)展“就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)援(yuan)助月”“春風行動”“民營企業(ye)(ye)(ye)(ye)(ye)(ye)招聘(pin)周”等(deng)系(xi)列公共(gong)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)專項(xiang)活(huo)動,抓好省、市(shi)“四(si)型就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)社區(qu)”爭創工(gong)作(zuo),提升(sheng)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)規模和(he)質(zhi)量。加大職業(ye)(ye)(ye)(ye)(ye)(ye)技能(neng)培(pei)(pei)訓力度,圍(wei)繞(rao)產業(ye)(ye)(ye)(ye)(ye)(ye)發展、市(shi)場需(xu)求、企業(ye)(ye)(ye)(ye)(ye)(ye)需(xu)要,有針對性地(di)開(kai)展培(pei)(pei)訓。加強培(pei)(pei)訓基(ji)(ji)地(di)建(jian)(jian)設(she),建(jian)(jian)立嚴密的(de)培(pei)(pei)訓質(zhi)量控(kong)制體系(xi),提高培(pei)(pei)訓的(de)實(shi)用(yong)性和(he)有效性。全年計(ji)劃(hua)舉(ju)辦培(pei)(pei)訓班60期,培(pei)(pei)訓城鄉勞動者2000人以上,確保培(pei)(pei)訓后就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)率(lv)穩步提升(sheng)。優(you)化高校畢(bi)業(ye)(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)指(zhi)導工(gong)作(zuo),加強高校畢(bi)業(ye)(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)見習基(ji)(ji)地(di)建(jian)(jian)設(she),實(shi)施(shi)高校畢(bi)業(ye)(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)基(ji)(ji)層成長(chang)計(ji)劃(hua),優(you)化人力資源供(gong)給和(he)待(dai)遇(yu)保障,扎(zha)實(shi)構建(jian)(jian)“下得去、留(liu)得住、干得好、流得動”的(de)長(chang)效機制。

完善創(chuang)(chuang)業(ye)(ye)(ye)服務平臺,緊扣創(chuang)(chuang)新(xin)驅動發展(zhan)戰略,打造經(jing)濟增長“新(xin)引(yin)擎”,開展(zhan)創(chuang)(chuang)業(ye)(ye)(ye)擔保(bao)貸款微信平臺服務,實施“一(yi)鎮(街(jie)道)一(yi)創(chuang)(chuang)業(ye)(ye)(ye)園(yuan)區”戰略,支持淄博顏山電子(zi)商務創(chuang)(chuang)業(ye)(ye)(ye)園(yuan)爭創(chuang)(chuang)省(sheng)級創(chuang)(chuang)業(ye)(ye)(ye)示范平臺,打造創(chuang)(chuang)業(ye)(ye)(ye)孵(fu)化“多(duo)點開花、活力十足、創(chuang)(chuang)新(xin)驅動、帶動就業(ye)(ye)(ye)”格(ge)局。全力聚焦“城鄉就業(ye)(ye)(ye)更加充分、創(chuang)(chuang)業(ye)(ye)(ye)服務更加完善”的目標(biao),重(zhong)點在解決就業(ye)(ye)(ye)結構性(xing)矛盾上出實招、下狠勁,繼續(xu)保(bao)持全區就業(ye)(ye)(ye)形勢穩(wen)定。

今(jin)年(nian),全(quan)(quan)(quan)(quan)(quan)區上下圍繞社會(hui)保(bao)險(xian)“全(quan)(quan)(quan)(quan)(quan)覆蓋(gai)、保(bao)基本、多(duo)層次、可(ke)持(chi)續(xu)”的目標,全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)貫徹落(luo)實(shi)(shi)(shi)企業(ye)(ye)養老保(bao)險(xian)統(tong)收統(tong)支(zhi)的要求,在深(shen)(shen)(shen)挖(wa)擴面(mian)(mian)潛力、創新(xin)激(ji)勵機(ji)(ji)制、優化(hua)經辦服(fu)務(wu)等方(fang)面(mian)(mian)做了積極探索和實(shi)(shi)(shi)踐。完(wan)善聯(lian)動擴面(mian)(mian)機(ji)(ji)制,深(shen)(shen)(shen)入實(shi)(shi)(shi)施全(quan)(quan)(quan)(quan)(quan)民參保(bao)登記計(ji)劃,將社會(hui)保(bao)險(xian)征繳計(ji)劃分解落(luo)實(shi)(shi)(shi)到(dao)各(ge)鎮(街(jie)道(dao)),集全(quan)(quan)(quan)(quan)(quan)區之力深(shen)(shen)(shen)挖(wa)參保(bao)潛力,拓寬基金增收渠道(dao)。實(shi)(shi)(shi)行(xing)定(ding)期(qi)“議事制度(du)”“聯(lian)席會(hui)議制度(du)”,健全(quan)(quan)(quan)(quan)(quan)完(wan)善教體(ti)、稅務(wu)、市場監管、工(gong)會(hui)等各(ge)行(xing)業(ye)(ye)多(duo)部門聯(lian)動擴面(mian)(mian)的工(gong)作(zuo)格局。

構建(jian)稽核(he)(he)執法體(ti)系(xi)。推進(jin)社會保(bao)(bao)(bao)險(xian)(xian)稽核(he)(he)常態化、制(zhi)度化建(jian)設(she),在(zai)(zai)全(quan)(quan)省率(lv)(lv)先(xian)組建(jian)“社會保(bao)(bao)(bao)險(xian)(xian)稽核(he)(he)人才(cai)庫”,動(dong)員(yuan)社會力量(liang),助推擴面(mian)稽核(he)(he)。夯實社保(bao)(bao)(bao)誠(cheng)信(xin)體(ti)系(xi)建(jian)設(she),充(chong)分發揮典型示范作用,在(zai)(zai)全(quan)(quan)市率(lv)(lv)先(xian)開(kai)(kai)展(zhan)“社會保(bao)(bao)(bao)險(xian)(xian)誠(cheng)信(xin)繳(jiao)費企業(ye)”評(ping)(ping)選,連續四年(nian)累計(ji)評(ping)(ping)選誠(cheng)信(xin)繳(jiao)費企業(ye)65家,有效(xiao)提升(sheng)了企業(ye)參(can)保(bao)(bao)(bao)繳(jiao)費率(lv)(lv)。今年(nian)以(yi)來,進(jin)一步(bu)加強社會保(bao)(bao)(bao)險(xian)(xian)稽核(he)(he)宣(xuan)傳(chuan)工(gong)作,組織開(kai)(kai)展(zhan)趕集宣(xuan)傳(chuan)、入戶一對一宣(xuan)傳(chuan)、問卷宣(xuan)傳(chuan)、政策集中宣(xuan)講等形式多(duo)樣的宣(xuan)傳(chuan)活(huo)動(dong);強化重點領域(yu)擴面(mian)稽核(he)(he),對全(quan)(quan)區(qu)40余家醫(yi)院開(kai)(kai)展(zhan)專項稽核(he)(he),規(gui)范醫(yi)院系(xi)統參(can)保(bao)(bao)(bao)行為,依法維護醫(yi)院職工(gong)社保(bao)(bao)(bao)權(quan)益,確保(bao)(bao)(bao)社會保(bao)(bao)(bao)險(xian)(xian)費應收(shou)(shou)盡收(shou)(shou)。

該區不(bu)斷優化(hua)社(she)(she)保(bao)經(jing)(jing)辦(ban)(ban)服(fu)務(wu)(wu),落實機構改革(ge)職能劃轉和“一(yi)次(ci)辦(ban)(ban)好”要(yao)求,簡化(hua)經(jing)(jing)辦(ban)(ban)流程,完善內控監督,優化(hua)人社(she)(she)“大數(shu)據”應用和博山“掌上(shang)人社(she)(she)”綜合服(fu)務(wu)(wu)平臺(tai),以信息化(hua)建設(she)助力(li)經(jing)(jing)辦(ban)(ban)服(fu)務(wu)(wu),為參保(bao)人員提(ti)供(gong)更加高效便捷服(fu)務(wu)(wu)。全面貫(guan)徹落實減輕社(she)(she)保(bao)繳費負擔(dan)的要(yao)求,著力(li)構建“覆(fu)蓋范(fan)圍(wei)廣(guang)泛、手(shou)續銜接順(shun)暢、制度配(pei)套完備、資(zi)金(jin)運行安全”的社(she)(she)會保(bao)障體(ti)系(xi),不(bu)斷提(ti)升社(she)(she)會保(bao)險“管理科(ke)學化(hua)、業務(wu)(wu)規(gui)范(fan)化(hua)、辦(ban)(ban)公信息化(hua)、隊伍專業化(hua)、服(fu)務(wu)(wu)精(jing)細化(hua)”水平。

強(qiang)化“全媒(mei)”政(zheng)策(ce)(ce)宣(xuan)傳(chuan)(chuan)(chuan)。依托(tuo)微信、微博、客戶(hu)端等新媒(mei)體,用(yong)好報紙、廣(guang)播、電視等傳(chuan)(chuan)(chuan)統媒(mei)體宣(xuan)傳(chuan)(chuan)(chuan)陣地,通過社保政(zheng)策(ce)(ce)一條街、設(she)立流動咨詢點(dian)等方式,加大社保政(zheng)策(ce)(ce)、誠信參保企(qi)業典型宣(xuan)傳(chuan)(chuan)(chuan)力度,有效提(ti)高全民(min)參保意(yi)識(shi)。目前(qian),該區已(yi)在(zai)220個村(cun)(社區)張貼宣(xuan)傳(chuan)(chuan)(chuan)材料4200余(yu)份,培訓政(zheng)策(ce)(ce)宣(xuan)講員420余(yu)人次,發放宣(xuan)傳(chuan)(chuan)(chuan)資(zi)料33000余(yu)份、制作宣(xuan)傳(chuan)(chuan)(chuan)展板28塊、宣(xuan)傳(chuan)(chuan)(chuan)條幅34條。
